The Higher Education Coordinating Commission’s Office of Student Access and Completion is seeking a Grants, Loans, and Program Manager 1 to help lead programs that expand educational opportunity across Oregon. If you're ready to make an impact and support students statewide, we’d love to hear from you. This is a full-time limited duration/job rotation opportunity that is expected to last through 6/30/28 and may become permanent. This position is headquartered at HECC’s Salem Office and is not represented by the union. This position is required to either possess and maintain a valid driver's license by the state of residence or provide an acceptable mode of alternative transportation, in order to travel to required training and meetings.The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely. Currently OSAC has a 1 day in office minimum requirement. Hybrid remote work options What You Will Be Doing You will be responsible for planning, organizing, and managing the programs, policies, and regulatory operations associated with OSAC‑administered scholarships. The role provides strategic leadership and direction on applicable laws, rules, internal processes, and procedures, and oversees a large team of staff responsible for the development and administration of scholarship programs. The position also carries fiscal oversight responsibilities, including establishing fiscal processes, developing budget forecasts, and ensuring accurate tracking, monitoring, and reconciliation of scholarship funds. The Work at a Glance Program Oversight and Direction Provides leadership and oversight for multiple distinct boutique grants and scholarships programs within OSAC. Provides direct supervision to program staff, including assigning and prioritizing work, monitoring workload distribution, and ensuring timely and high‑quality completion of responsibilities. Oversees development, establishment, and implementation of administrative rules, policies, and procedures. Evaluates the business operations and systems of the program team and implements to maximize efficiency and reduce risk. Provides authoritative direction on grants and scholarships program content and service delivery to partners and interested parties. Manage policies for OSAC programs that require submittals from public and private partners. Provides internal leadership to align systems, conduct operational evaluations and analysis, management of highly sensitive data, and proactive research and review of operational systems pertaining to OSAC programs. Program operations, analysis, data management and proactive research as essential requirements to maintaining and developing lean systems. Operational and policy effectiveness is required to allocated funds, grant distributions, forecasting and complex program and fiscal modeling, program funding and compliance, and the evaluation and improvement of higher education policies and programs. Partnership Planning and Development Work with institutional staff at the Oregon Community Foundation, other state agencies, public universities, community colleges, private institutions, and OSAC partners including donors of private scholarship funds or their representatives. Coordinates program reviews, reporting, policy and compliance related to higher education in Oregon. Miscellaneous Program Management Including office-wide operations with the Office Director and Deputy Director, operational standards and systems, efficiency and risk management, office team and culture building, and professional development strategies. Facilitation of and preparation for office-wide meetings. Making recommendations about budget, and organizational priorities. What We Need (Minimum Qualifications) Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
