Title: Director of Design, Construction, and Commissioning Directs and oversees the design, construction, commissioning, and closeout of District capital improvement projects from project development through operational turnover. Provides leadership and technical oversight for design and construction management, quality assurance, commissioning, warranty coordination, and project closeout to ensure projects meet established scope, schedule, budget, quality, and operational requirements. Leads the procurement and management of architects, engineers, specialty consultants, contractors, and assigned staff while collaborating with the District's Program Management Consultant and internal stakeholders to support the successful delivery of the District's capital improvement program. Essential Job Duties Directs and oversees the design, construction, commissioning, and closeout of District capital improvement projects to ensure projects are completed in accordance with approved scope, quality standards, schedules, budgets, and District requirements. Organizes, leads, and manages the procurement, contracting, and performance of architects, engineers, specialty consultants, contractors, and other professional service providers throughout all phases of capital improvement projects. Coordinates with school administrators, parents, community organizations, municipalities, and other stakeholders as necessary for project development. Oversees design management activities and coordinates with architects, engineers, consultants, District departments, and other stakeholders to ensure project designs align with educational, operational, technical, and facility requirements. Directs construction management and quality assurance activities to monitor project performance, workmanship, contract compliance, and adherence to approved plans, specifications, applicable codes, and District standards. Manages all permits with county agencies; coordinates procurement of goods and services, ensuring compliance with policies and regulations. Oversees project commissioning, closeout, warranty coordination, and operational turnover to ensure completed facilities and building systems are fully functional, properly documented, and transitioned effectively to District operations. Reviews contracts, change orders, and related project documentation to ensure appropriate supporting documentation, accuracy, completeness, and compliance with established District processes and contractual requirements. Collaborates closely with the District's Program Management Consultant and internal departments to coordinate project planning, design, construction, commissioning, issue resolution, and overall capital program implementation. Leads, supervises, and manages assigned staff, establishes performance expectations, provides guidance and direction, and supports professional development to ensure effective delivery of capital improvement projects. Identifies and addresses project risks, design and construction issues, quality concerns, and other challenges that may affect project delivery and develops appropriate strategies to support timely resolution. Provides project updates, recommendations, and technical guidance to the Chief of Capital Improvements and supports division initiatives and priorities as needed. Serves as an emergency contact person for the entire school district on a 24/7 basis. Performs other duties as assigned. Qualifications Bachelor's Degree in a closely related field with 9+ years of experience is required. Candidate must obtain the GAPSC Support Personnel License within three (3)months of hire. Demonstrated experience with E-SPLOST programming and planning/analysis of K-12 schools to determine priorities for capital improvements preferred. #J-18808-Ljbffr DeKalb County School District
