Performs highly advanced, senior‑level purchasing and procurement work with minimal supervision. Provides strategic direction and oversight on complex IT procurement, including high‑impact purchases and high‑cost, highly technical contracts. May train, mentor, and lead other purchasers and proactively address procurement issues before they require management intervention. Essential Job Functions

• 35%) Oversees or initiates large‑scope, high‑dollar, highly technical IT contracts; develops solicitations, bid evaluation instruments, negotiates contract specifications; manages procurement meetings; processes and reviews requisitions; monitors legal and regulatory requirements.
• 25%) Identifies purchasing issues and collaborates with stakeholders; responds to inquiries; assists in drafting competitive specifications; demonstrates customer service excellence.
• 25%) Prepares or oversees competitive solicitations; recommends and makes contract awards; suggests contract content adjustments.
• 15%) Performs other duties such as supporting disaster response or business continuity activities.

Knowledge, Skills & Abilities Expert knowledge of state and federal purchasing laws and regulations. Expert knowledge of IT purchasing methods and procedures. Expert knowledge of Texas procurement principles, IT commodity items, and supply sources. Expert skill in computer use and applicable software. Expert problem‑solving skills, asking appropriate questions and seeking necessary information. Logical assembly and evaluation of information. Record‑keeping system maintenance. Clear communication, verbal and written. Scheduling, prioritizing, monitoring, and completing multiple assignments timely. Independent and team work effectiveness. Registrations, Licensure Requirements or Certifications Certified Texas Contract Developer (CTCD) must be obtained within 6 months of hire. Initial Screening Criteria Minimum of four (4) years of experience in purchasing, procurement, or contract management. Experience with State of Texas IT procurements is preferred.
