Job Classification Title: Environmental Program Consultant (NS) – Grade NC18 Position Number: 65040385 About the Agency North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency protecting air, water, and public health. It manages regulatory programs and provides technical assistance to businesses, farmers, local governments, and the public. Description of Work This full‑time (40 hours per week) exempt position reviews funding applications, engineering reports, drawings, specifications, alternative analyses, asset inventory assessments, and manages funded projects. It also participates in training and outreach activities to promote funding programs and long‑term solutions for local government wastewater/stormwater infrastructure. Key Responsibilities Review change orders for eligibility. Perform regular inspection monitoring, checklists, and reports to ensure projects are constructed per plans and specifications. Prepare approval letters and comment letters for engineering reports, plans and specifications. Establish and maintain proficiency with the rules, regulations and standards of practice. Complete reviews of study grant scopes of work, and provide timely review of study grant reports and deliverables for compliance with Federal and State laws, rules, and policies, and good engineering practices. Qualifications Master’s degree in agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum, and at least three years of related experience. Equivalent combination of education and experience may also qualify. Valid driver’s license required. Benefits Eligible applicants may work in a hybrid telework environment.
