For more information, please visit: Job Description This position is eligible for an additional sign-on bonus. The General Physician provides comprehensive on-site medical care for patients at the assigned facility, including diagnosis, treatment, prevention, and continuity of care for acute, urgent, emergent, and chronic conditions. The role functions as the on-site medical authority within the scope of services provided and is responsible for delivering care that meets applicable detention standards, accreditation standards, community standards of care, and contract requirements.
This position supports patient health through intake screening, history and physical examination, diagnostic evaluation, treatment planning, medication management, referral review, emergency response, daily clinical oversight, and coordination of follow-up care. The Physician also supports quality improvement, recordkeeping, confidentiality, training, and compliance with all applicable policies, procedures, licensure, credentialing, and medical practice privilege requirements. Key Responsibilities:
- Provide direct patient care within physician scope of practice in accordance with licensure, certification, granted privileges, and currently accepted standards of medical practice.
- Serve as the on-site medical authority within the scope of services provided.
- Develop and coordinate healthcare delivery activities at the assigned facility.
- Conduct patient histories, physical examinations, and initial and follow-up assessments for acute and chronic medical conditions.
- Ensure initial medical screening is completed within required timeframes and that full health assessments, including history and physical examination, are completed within required timeframes unless earlier evaluation is clinically indicated.
- Order, perform, review, and interpret appropriate diagnostic and therapeutic tests and services, including tuberculosis screening follow-up and other clinically indicated evaluations.
- Diagnose and manage common acute and chronic conditions and provide treatment and follow-up care in accordance with applicable standards of care.
- Provide preventive care, including health education, counseling, screening, and required vaccinations in accordance with public health guidance and contract requirements.
- Provide care for adults of all ages, including female health conditions, supervision of prenatal care, and chronic health conditions common to the primary care setting.
- Review or approve outside referrals and specialty consults not offered at the local facility and support continuity of care with community providers.
- Conduct daily rounds on patients housed in the Medical Housing Unit and consult with other clinicians regarding patient care as needed.
- Respond to medical emergencies or coordinate medical emergency response, including basic emergency stabilization and patient transfer when indicated.
- Ensure daily solicitation and triage of requests for healthcare through a documented system of accountability in the health record.
- Prepare or support required medical transfer documentation to ensure continuity of care during patient transfer.
- Prescribe and manage medications within scope of practice and Drug Enforcement Administration authority, including controlled medications where authorized.
- Maintain timely completion of encounter documentation, chart review, co-signatures, laboratory review, message review, referral actions, and telephone encounters within policy guidelines.
- Maintain functional proficiency in electronic health records and support accurate, complete, and timely clinical recordkeeping.
- Maintain patient confidentiality and the confidentiality of medical records and personally identifiable information in compliance with the Health Insurance Portability and Accountability Act, the Privacy Act, and other applicable requirements.
- Provide clinical oversight and consultation to other medical staff and exercise clinical supervisory authority over advanced practice providers, nursing staff, pharmacists, and medical assistants as required by role and policy.
- Fulfil collaborative practice duties and scope oversight responsibilities applicable to advanced practice providers and medical assistants, where assigned.
- Seek guidance from and provide clinical reports to the Medical Director, Deputy Medical Director, Regional Clinical Directors, or other senior leadership as appropriate.
- Support performance improvement, quality assurance, grievance review, case review, and care management activities.
- Review medical cases and records for appropriateness of care and provide recommendations for care management.
- Serve as a clinical expert and provide technical assistance, consultation, and clinical education to clinic staff and clinical professionals.
- Participate in general staff and medical staff meetings and complete discipline-specific testing, required training, health screening, and prevention activities.
- Maintain current knowledge of clinical medicine, evidence-based standards of care, tuberculosis clinical practice guidance, and applicable policies, procedures, directives, operational memoranda, and accreditation standards.
- Work effectively in a multicultural, multilingual, multidisciplinary care environment and use interpreter services when needed to communicate with patients.
- Communicate effectively in English, verbally and in writing, and maintain productivity in an electronic work environment.
- Use clinical equipment, materials, and supplies associated with primary care diagnostic and treatment procedures.
- Adapt to changes in schedules and operational requirements while maintaining quality, safety, and compliance.
- Complete required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.
- Current, full, active, and unrestricted license as a Physician in Maryland or have the ability to obtain one.
- Must have and maintain an unrestricted license from the Drug Enforcement Administration (DEA) to prescribe controlled medications.
- A minimum of one year post residency experience providing direct patient care as a board certified or eligible physician in Internal Medicine, Family Medicine, Emergency Medicine or Preventive Health.
- Basic Life Support (BLS) certified by the American Heart Association (AHA).
- Doctor of Medicine degree from a U.S. or Canadian program accredited by the Liaison Committee on Medical Education sponsored by the Association of American Medical Colleges and the American Medical Association (AMA) OR
- Doctor of Osteopathic Medicine degree from a program accredited by the Commission on Osteopathic College Accreditation of the American Osteopathic Association (AOA) OR
- Certified by the Educational Commission for Foreign Medical Graduates if you are a graduate of a medical school that is not located within a U.S. State or territory or other jurisdiction, or a Province or Territory of Canada.
- Completion of three years of medical specialty training in Family Medicine, Internal Medicine, or Emergency Medicine leading to board certification in that field, and at least 1 year of directly related, professional experience performing professional or scientific work in a field of medicine providing direct patient-care services.
- Board certification in Family Medicine, Internal Medicine, or Emergency Medicine.
- Must be proficient to provide care to adults of all ages, to include the care of female health conditions, supervision of prenatal care, and care of chronic health conditions common to the primary care setting.

- Required to walk unaided at a normal pace for up to 5 minutes and maintain balance.
- Required to jog/fast walk up to ¼ mile.
- Requires physical exertion such as lifting objects greater than 30 pounds.
- Required to perform CPR/emergency care standing or kneeling.
- Must have the ability to assist sick, injured, or aging patients or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self).
- Must be able to see, hear and smell with aids if necessary.
- Must be able to lift, push, or carry 30 pounds.
- Must perform the duties of my job in a stressful and often austere environment without physical limitations.
- Sitting and/or standing for extended periods of time.
- Average manual dexterity for computer operation.
- Phone or computer use for extended periods of time.
- Must maintain current/physical residency in the continental U.S.
- Pass a medical examination conducted by a licensed physician within 30 days prior to initial assignment.
- U.S. citizen and have resided in the U.S. for the last five years (unless abroad on official U.S. government duty).
- Successfully engage in and complete a thorough Background Investigation.
- Poses or have ability to obtain required security clearances.
- Proficiency in Spanish is preferred.
