PROGRAM ANALYST

Summary Program Analyst in the Information Warfare Programs, Requirements and Capabilities Directorate, Programs Division of Naval Information Forces. Will develop, analyze, prioritize, and manage worldwide Navy METOC related program requirements and support fleet modernization. Duties Develop, analyze, prioritize, and manage worldwide Navy requirements for meteorology and oceanography (METOC) related programs. Participate in planning for future requirements and capabilities for both near‑term and long‑term needs. Evaluate proposals for changes to capabilities and systems and recommend actions to ensure Navy operational requirements are fully addressed. Identify and track critical milestones and associated actions supporting fleet introduction and modernization of related capabilities. Conditions of Employment Must be a U.S. Citizen. Position may require an uncommon tour, including nights, weekends, and holidays. Required to obtain and maintain an interim or final security clearance prior to duty; failure to maintain may result in withdrawal of an offer. Required to obtain and maintain a U.S. passport. Qualifications GS‑13 At least one year of specialized experience at or equivalent to the GS‑12 grade level in federal or private/public sector; experience must demonstrate analytical and evaluative methods for Navy programs. Experience with internal management reviews for financial program control. Knowledge of Navy Planning, Programming, Budget, and Execution (PPBE) processes, policies, procedures, and software tools (e.g., PBIS). Knowledge of Navy Requirements processes, including roles of Resources Sponsor, Type Commander, and Program Executive Office. Experience with PM processes and budgetary IT support systems. Experience with governing budgetary and financial policies, precedent setting decisions, and methods to forecast and oversee program funding across multiple sources. Proficient in qualitative and quantitative methods for assessing and improving programmatic and budgetary matters. Knowledge of operational command programs and the mission, organization, and work processes of supported commands. Flag‑level staff officer skills for effective oral and written communication to upper echelons.
