D-BIR is seeking an experienced Senior Data Analyst (Data Integration & Quality Lead) to support an anticipated Department of War Education Activity (DoWEA) facilities program. This position will play a key role in integrating, validating, reconciling, documenting, and managing facility and real property information across multiple Government systems, datasets, field assessment activities, and technical deliverables. This is not solely a dashboard-development position. We are looking for a senior analyst who is equally comfortable working with databases, data quality, business processes, system documentation, Government stakeholders, and technical teams. Position Overview The Senior Data Analyst will support the development and execution of an integrated data management and quality approach connecting facility assessments, real property information, facility utilization data, asset records, technical documentation, and Government systems of record. The successful candidate will help establish and maintain the data structures, validation controls, crosswalks, documentation, reconciliation processes, and quality-management practices needed to ensure that information remains accurate, complete, traceable, consistent, secure, and usable throughout the program lifecycle. The position requires an individual who can work independently at a senior level while collaborating closely with program managers, facility professionals, engineers, inspectors, Government stakeholders, and other technical subject matter experts. Key Responsibilities The Senior Data Analyst will: Lead or support data integration, data quality, reconciliation, and technical data-management activities across multiple facility-related datasets and Government systems. Develop and maintain data dictionaries, schema documentation, data models, field definitions, business rules, reference data, and source-to-target mappings. Establish and maintain master facility, building, asset, and real property crosswalks across disparate data sources and identifiers. Perform complex data profiling, cleansing, transformation, reconciliation, and validation to identify missing, duplicate, inconsistent, incomplete, or conflicting records. Develop repeatable data-quality rules and automated or semi-automated validation processes. Track data discrepancies from identification through analysis, Government decision, system update, verification, and closure. Support synchronization of approved information across databases, reports, spreadsheets, drawings, SharePoint environments, and other authorized systems. Work with facility condition, utilization, real property, environmental, and other technical teams to ensure field-generated information is properly associated with the correct facility, asset, component, space, or record. Support BUILDER SMS, Enterprise Sustainment Management System (E-SMS), or related facility asset-management data activities as authorized and qualified. Support Real Property Inventory reconciliation, including facility identifiers, RPUIDs, facility numbers, ownership, status, square footage, geolocation, and related attributes. Develop and maintain documentation describing datasets, schemas, analytical pipelines, collection methodologies, databases, interfaces, dependencies, transformations, and operating processes. Develop Standard Operating Procedures (SOPs), user guides, process documentation, workflow diagrams, architecture diagrams, and technical reference materials. Maintain data lineage, version history, change-control records, decision logs, discrepancy registers, and other auditable technical records. Support database and data-pipeline operations, controlled imports and exports, data transformations, and recurring data-processing activities. Develop Power BI reports, dashboards, metrics, and other analytical products to communicate data quality, reconciliation status, operational performance, exceptions, and program risk. Use Microsoft Power Platform capabilities, including Power BI, Power Automate, Power Apps, and SharePoint, to support authorized workflow automation, tracking, reporting, and information-management solutions. Develop queries and analytical processes using SQL and other appropriate data tools. Work with program leadership to define data-quality metrics, KPIs, performance measures, quality gates, and reporting requirements. Support quality-control reviews prior to release of datasets, documentation, system updates, and analytical deliverables. Support Government comment resolution, corrective actions, root-cause analysis, and validation of corrected deliverables. Support audit readiness by maintaining traceability between source records, transformations, approvals, system updates, and final deliverables. Support secure management and transfer of Controlled Unclassified Information (CUI) and other sensitive Government information in accordance with applicable requirements and approved environments. Support program transition and closeout activities, including technical documentation, final datasets, data dictionaries, mappings, open-issue registers, knowledge transfer, and data handoff. Facilitate technical discussions with Government personnel, prime contractor personnel, technical SMEs, and other project stakeholders. Perform additional data-management, analytics, integration, and technical support activities as required by the program. Required Qualifications Bachelor's degree from an accredited institution in Data Analytics, Business Analytics, Information Systems, Computer Science, Engineering, Mathematics, Statistics, Business, or a related technical field. Current U.S. Passport. Approximately 7+ years of progressively responsible experience in data analytics, data management, business intelligence, data integration, systems analysis, or a related field. Demonstrated experience performing data validation, reconciliation, profiling, cleansing, and quality assurance across multiple data sources. Strong SQL skills and experience querying, joining, analyzing, and validating complex datasets. Experience developing and maintaining data dictionaries, data models, schemas, business rules, mappings, and technical documentation. Experience working with Microsoft Power BI and creating analytical reports, dashboards, KPIs, and data models. Experience with Microsoft SharePoint and/or Microsoft Power Platform environments. Experience working in an Agile environment. Strong Microsoft Excel skills, including experience analyzing and reconciling large datasets. Ability to document complex processes and technical concepts clearly for both technical and non-technical audiences. Demonstrated ability to independently investigate data problems, identify root causes, recommend solutions, and validate results. Strong attention to detail and commitment to data accuracy, traceability, and documentation. Strong written and verbal communication skills. Ability to work effectively with multidisciplinary technical teams and Government stakeholders. Ability to obtain and maintain required Government suitability, system access, installation access, and background investigation requirements associated with the assigned work. Ability to travel when required to support project, Government, or facility activities. Highly Preferred Qualifications Candidates with one or more of the following will receive strong consideration: Active U.S. Government security clearance. Previous experience supporting the Department of War/Department of Defense, USACE, military installations, or another Federal Government customer. Experience supporting facilities management, facility engineering, real property, asset management, or infrastructure programs. Hands-on experience with BUILDER Sustainment Management System (BUILDER SMS). Experience with Enterprise Sustainment Management System (E-SMS) or related USACE Sustainment Management System applications. Documented USACE SMS Technical Center of Expertise BUILDER training or equivalent training. Experience with facility condition assessment information, component inventories, condition ratings, or Facility Condition Assessment Reports (FCARs). Experience with Real Property Inventory, RPUIDs, facility numbers, CATCODE/FAC information, asset inventories, or real property reconciliation. Experience integrating or reconciling information between multiple Government systems of record. Experience working with geospatial information, latitude/longitude, GIS data, facility drawings, photographs, or associated asset metadata. Experience developing or supporting ETL/ELT processes, analytical pipelines, APIs, automated data validation, or controlled batch-processing solutions. Experience with SQL Server, relational database design, database administration/support, or data warehousing. Experience with data lineage, metadata management, master/reference data, configuration management, and version control. Experience developing SOPs, system documentation, architecture diagrams, technical user guides, and Government transition documentation. Experience supporting data governance, audit readiness, quality-management, or corrective-action programs. Familiarity with NIST SP 800-171, Controlled Unclassified Information (CUI), Federal information-security requirements, and controlled Government data environments. What Will Make Someone Successful in This Role The strongest candidate will be someone who sees beyond individual spreadsheets, reports, and databases and understands how information moves across an entire program. You should be comfortable asking questions such as: What is the authoritative source for this value? How does this facility or asset map across each system? Why do two systems show different information? What validation rule should prevent this problem from recurring? Can we trace this value back to its source and approval? What other datasets or deliverables are affected if this value changes? Has the approved change actually reached every required system? Could another analyst understand and operate this process using the documentation we leave behind? We are looking for someone who enjoys solving those problems. Additional Information This position supports an anticipated Federal Government contract and may be contingent upon contract award, final staffing requirements, Government approval, and assigned workshare. Work is anticipated to be primarily remote; however, periodic travel and in-person support may be required, including potential support at Department of War and DoWEA facilities in the Pacific Region. Travel requirements will depend upon individual Task Orders and assigned responsibilities. Certain assignments involving BUILDER/E-SMS data may require documented USACE SMS Technical Center of Expertise BUILDER training or equivalent qualifications prior to performing those duties.
