Industry: Oil & Gas Position: Electrical & Controls Engineer Location: Houston Job Summary The Electrical & Controls Engineer is responsible for the development and implementation of all electrical design requirements for the project. This person must be familiar with power generation, distribution, protection and related control systems as well as client‐provided specifications and all applicable industry codes and standards. The Senior Electrical Engineer coordinates with other disciplines to ensure an integrated design that meets project requirements. Key Responsibilities Develop essential and emergency systems for floating facilities Develop data sheets for Arc‑Resistant Power Distribution Equipment, Power Distribution Buildings, Distributed Control Systems (DCS), Turbine‑Driven Electrical Generators and Compressors, Medium Voltage Power Transformers and Motors, Medium Voltage Variable Frequency Drives Develop instrument index and associated instrument tag numbers, service descriptions, and line numbers Develop control system alarm set points and design philosophy Develop instrument data sheets for critical service control valves Develop metering and custody transfer specifications Develop project risk register, framing plan, RACI chart, and design discussion documents Develop cost‑time‑resource estimates (man‑hour and project cost estimates) for new projects to support the sales department Develop electrical area classifications and complex control schematic diagrams (e.g., switchgear/generator) Develop one‑line and three‑line diagrams Perform transient electrical system studies (transient stability, motor starting) Develop power and control building arrangement drawings Develop safety and control system integration factory acceptance test procedures and facilitate SAT Review specifications for all power distribution and control equipment mentioned above Determine project status and deliverables and report progress updates Coordinate with E&I engineers, drafting department, and other disciplines to ensure integrated design deliverables meet project requirements Participate in project HAZID and HAZOP meetings, performing structured and systematic examinations of planned or existing processes or operations Survey client facilities and installations to develop design strategy and recommend alternatives or solutions Attend basis and constructability review meetings, MV‑switchgear and MV‑MCC evaluations, and understand and apply ABS and USCG/CFR requirements Size and calculate critical service control valves, cable and conduit schedules for power systems, and design power and instrument cable tray plans, sections, and details Prepare safety charts and review vendor control system packages based on DCS systems Develop technical specifications, RFQ, vendor data requirement inspection matrix documents, conduct bid tab analysis, and recommend equipment or instruments Participate in field engineering teams during construction, testing, and commissioning, performing AC & DC cable sizing, duct bank sizing, startup activities, and reviewing interdisciplinary data Minimum Qualifications BS degree in Electrical Engineering For degrees earned outside the U.S., an E.I.T. designation from a U.S. state licensing board or documentation that the institution is ABET‑accredited Five or more years of experience designing and implementing electrical power generation and distribution systems for offshore oil and gas, onshore gas processing, hydrocarbon storage and transportation, chemical manufacturing, or refining (commercial/industrial experience may be considered) Experience working within project‑centered multi‑discipline teams Experience preparing project cost estimates Experience preparing specifications for procurement, construction, testing and commissioning of electrical generation, distribution, rotating, communication and control equipment (e.g., generators, variable frequency drives, low and medium voltage motor control systems, switchgear, motor control centers, DCS, PLC panels) Knowledge of applicable portions of ANSI/NEMA/NFPA/API/UL/IEEE codes and standards Experience leading factory acceptance testing of package equipment Experience providing engineering support to construction, testing, commissioning and startup of electrical facilities Capability and availability to make offshore and client‑site trips as well as other domestic travel as required Preferred Qualifications P.E. license Knowledge of IEC standards and practices Additional Application Requirement Candidates residing outside of commuting distance to the office must provide a cover letter stating their intention to relocate and acknowledging that no relocation assistance will be provided. Candidates lacking this letter will not be screened for the position. Working Conditions Primarily conducted in an office environment (private or semi‑private office) with occasional off‑site travel Field duties require outdoor work in construction‑site atmospheres; may involve work around production machinery with extreme noise levels Interaction with other team members, supervisors, and client personnel Must be able to wear safety equipment as required by the safety department May be required to be at more than one job site in a day and tolerate climate changes May need periodic out‑of‑town travel Physical Requirements Lift and carry up to 20 pounds Effective verbal and written communication skills Ability to sit for prolonged periods Adequate vision or other observation abilities to conduct analysis and investigations Manual dexterity sufficient for routine office duties Personal mobility and reflexes to perform office duties and travel to off‑site locations when necessary This job description is intended to indicate the kinds of tasks and levels of work difficulty required of the position given this title and shall not be construed as declaring what the specific duties and responsibilities of any particular position shall be.
