Construction Manager - Mechanical Engineer

Job Title: CM-Mechanical Engineer (CM-ME) Location: Harry S. Truman Memorial Veterans' Hospital (VA) located at 800 Hospital Drive, Columbia, MO 65201 Project Name: VISN 15 Non-Recurring Maintenance (NRM) Infrastructure Upgrades - Columbia, MO Client: Veterans Affairs Pay Range: $100K - $130K per year plus benefits Anticipated Start Date: July/August 2026 Project Duration: 3 years Project Details Support the construction program upgrades for the Harry S. Truman VAMC, 800 Hospital Drive, Columbia, MO 65201. The intent of this contract is to expand VHA’s capabilities for contract management oversight of projects and project support services. The required support is needed to meet Non-Recurring Maintenance (NRM) infrastructure upgrades across VISN 15. All proposed personnel to perform services under this requirement must be United States citizens and obtain a favorable National Agency Check (NACI). Daily Responsibilities Coordinate submittal reviews and manage submittal process – ensure General Contractor meets specification requirements for submittals and establish a submittal review process. Monitor project financial data and budgetary cost accounting, including administration of construction contract change orders and maintaining spreadsheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc. Prepare and maintain daily diaries for project activities and maintain a current project schedule, coordinating with general contractor and comparing project progress against Contractor (CM) schedule. Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules and review construction contractor payment requirements. Assist with issue resolution by keeping thorough records of occurrences and scheduling regular progress meetings with all parties to review project status and resolve issues. Monitor services of an independent testing agency/laboratory to perform quality control testing and inspection services for project-specific elements such as soils, concrete, precast concrete connections, steel, steel decking, fireproofing, roofing, curtain walls, glazing, and elevator installations. Provide technical expertise for start-up, calibration, and/or certification of a facility or operating systems; conduct start-up planning, forecasting start-up duration, estimating start-up costs, determining start-up objectives, organizing start-up teams, conducting performance tests, obtaining O&M material, and supervising O&M training. Perform additional construction related services including maintaining marked-up sets of project plans and specifications for future as-built drawings; performing routine inspections; noting work that does not conform to contract requirements; compiling thorough site inspections and lists of defects; monitoring project financial data; assisting in relocation efforts; administering construction contract change orders; submittal review; RFI responses; daily logs; coordinating owner-supplied equipment; operational and maintenance data; closeout submittals and other services as required. Required Qualifications The Construction Manager / Mechanical Engineer (CM-ME) shall have a Bachelors degree in Mechanical Engineering from an accredited school of higher education. The CM-ME shall have a minimum of 6 years of experience in both design and construction with a focus on medical facilities preferred. The CM-ME shall represent the VA in a professional manner and provide sound management advice regarding work performed on assigned projects to achieve best value in schedule and budget control. The CM-ME shall possess knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements. The CM-ME shall also be proactive in helping to resolve problems and minimize claims, taking all reasonable measures to anticipate problems and delays and to minimize or eliminate their adverse impact on project completion, ensuring work is performed in conformity with applicable requirements (codes, regulations, standards, construction contract plans and specifications). The CM-ME must possess communication, language, and software skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
