As a Child Welfare Program Manager serving a multi‑county district, you will manage and lead local service delivery programs through strong administration, leadership, and supervision. You will play an active role on the district management team planning, organizing, and guiding program activities to advance the mission of the department. At-A-Glance duties are as follows: Lead Program Operations: Oversee the effective delivery of Child Welfare services across the Crook, Deschutes, and Jefferson Counties, ensuring compliance with federal and state laws, policies, and performance outcomes. Promote Equity and Inclusion: Foster a diverse, culturally responsive, and discrimination-free workplace where all individuals feel welcomed, valued, and respected. Develop Workforce Capacity: Support staff through training, performance management, and professional development, with a focus on cultural competence, leadership, and accountability. Strengthen Community Partnerships: Build and maintain collaborative relationships with courts, public/private agencies, community organizations, and multi-disciplinary teams to support holistic child welfare services. Ensure Quality Service Delivery: Drive continuous improvement through performance monitoring, data-driven assessments, and feedback from staff and community partners to enhance client outcomes. Manage Resources Effectively: Oversee budgeting, personnel decisions, facility needs, and reporting to ensure efficient, ethical, and strategic use of resources. Champion Client-Centered Practices: Implement systems that ensure coordinated, family-focused case management and comprehensive services for children and families. Engage in Strategic Planning: Contribute to district and statewide planning efforts, including the development, implementation, and evaluation of Child Welfare strategies and policies. Represent the Program Publicly: Serve as a spokesperson for the agency, educating the public on child welfare issues and promoting awareness of abuse prevention efforts. Minimum Qualifications Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in a related field. Essential Attributes Proven Leadership in Child Safety: Experience leading dynamic, high-impact programs focused on child safety, including crisis management and service delivery in fast-paced environments. Expertise in Child Welfare: Background in child welfare or related safety programs, with a strong understanding of relevant policies, regulations, and best practices. Data-Informed Decision Maker: Skilled in analyzing internal data and aligning with state and federal guidelines to improve outcomes and guide strategic program decisions. Collaborative Community Partner: Demonstrated ability to build and maintain effective, equity-driven partnerships with community organizations, Tribes, courts, and service providers, with a strong focus on those serving and supporting communities of color and other historically marginalized groups. Equity-Focused Leadership: Deep commitment to equity, with proven strategies for addressing systemic barriers and integrating culturally responsive practices into service delivery. Strong Operational Oversight: Proficient in managing sensitive information, supervising complex systems, and ensuring compliance with laws and policies. Working Conditions Works district‑wide with diverse ODHS staff, local officials, nonprofits, clients, and partners; leads and participates in local and Central Office committees and projects. Handles frustrated customers and employees while managing partners with conflicting requirements and performing work under time pressure. Requires non‑traditional hours, frequent travel, overnight stays, extensive time in Salem, and regular virtual/remote work. Primarily works outside a traditional office due to extensive travel and partner engagement; valid driver’s license or acceptable alternative transportation required. This is a full‑time, in person position based at 1135 SW Highland Ave, Redmond, OR 97756 or at 1300 NW Wall St, Ste 104, Bend, OR 97703. In‑person attendance is required. Background Checks and Requirements Finalists must be cleared by the FBI Criminal Justice Information Services (CJIS) through a fingerprint‑based criminal records check. If selected as a finalist, we will conduct a criminal history and background check. Adverse criminal history or background check may lead to disqualification. Additional background check information. The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I‑9 form confirming authorization to work in the United States.
