What we need

The Associate Director in charge of the Contracts Development & Contracts Delivery team is responsible for all activities in the organization’s contract administration function, specifically account and member contracts, ensuring that contractual and benefit information is readily available to enable the company to achieve premier customer service performance. This position directly manages the team’s leaders with direct reports and therefore also manages the organization’s overall success metrics. This position reports to the Senior Director of Government and Regulatory Affairs (GRA).

This position is eligible for the Flex persona.

Your Day to Day:

• Define, and ensure implementation of, strategic direction, goals, and objectives of the business unit.
• Proactively support strategy execution by delivering meaningful, accurate, and timely input and analysis.
• Ensure senior-level representation for corporate document generation automation initiatives.
• Represent the GRA Division on the assessment/implementation of new/emerging state or federal mandates.
• Keep Vice President abreast as needed.
• With the help of the Contracts Senior Managers direct management, oversee the Contracts Development & Contracts Delivery team to ensure that all team responsibilities and required deliverables are successfully managed end-to-end.
• Work directly with the Contracts Senior Managers and the Contracts Delivery lead to ensure that personnel development and growth is being fostered across all the analysts in order to create a thriving, successful, and cohesive team that, as a group unit, is ultimately responsible for:
  • managing the development and maintenance of legally-compliant evidences of coverage for all product lines and financial arrangements
  • providing contractual and business expertise and leadership for the sales and product areas
  • ensuring that all accounts have executed a binding agreement with the company.
  • issuing annual account agreement renewals, account agreement amendments, and integrated benefit descriptions.
• Ensure timely and accurate completion of team’s corporate responsibilities during constant high-volume times such as (but not limited to): submission of annual SERFF Plan Management Filings; completion of federal Health Information Oversight System (HIOS) and Rates & Benefits Information System (RBIS) filing process on behalf of the business.
• Work with internal business partners to provide contractual documentation for other corporate filings and annual reporting such as: Medex Rate Filing, HMO License Renewal, and/or Accreditation Filing.

Required skills include but are not limited to:

• A comprehensive understanding and knowledge of health insurance and insurance laws, regulations, and applicability, as well as contract life cycles and types of contracts. Understand contract obligations and collaborate with the Business to ensure contract obligations are operationalized.
• Ability to lead Senior Managers and Contracts Managers in the overall coordination and implementation of new products and account specific benefit programs as well as the development and maintenance of all member and account contract forms, ensuring that benefits and contract language are in compliance with operational requirements and health insurance laws and regulations.
• Foster and maintain positive relationships with internal senior leaders and external regulatory agencies, including the Massachusetts Division of Insurance (DOI) and Center for Medicare and Medicaid Services (CMS) and act decisively and quickly to meet requirements and the needs of the business and/or its customers.
• Strong oral/written communication, presentation skills, and strategic planning skills with the ability to negotiate and influence others.
• Agile and flexible thinking with a problem-solving mindset to meet multiple conflicting and aggressive timelines and provide consultative solutions and propose new ideas, while still ensuring regulatory compliance and assessing business risk.
• Ensure overall team success through working with Contracts Lead personnel; ensure a dedicated commitment to the functional development of analysts.

What You Bring:

• 7-10 years management experience; healthcare field preferred with a focus on contracts administration.
• 3-5+ years of experience in contract administration, including product development and implementation.
• BA/BS degree required. Law degree or Master’s degree in related area preferred.
• Direct experience in Massachusetts state government and regulatory experience preferred.
• Massachusetts health care knowledge is strongly preferred.

The job posting range is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee’s pay position within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs and affordability.

This job is also eligible for variable pay.
