Public Safety Dispatcher I/II

Connected by Amazing Employees Salary Public Safety Dispatcher I: $68,675 - $83,474/year Public Safety Dispatcher II: $75,542 - $91,822/year Position Title Public Safety Dispatcher I/II Position Overview The City of Murrieta is accepting applications for the position of Public Safety Dispatcher I/II to create an eligibility list. The eligibility list may be used to fill upcoming vacancies within this classification for up to one year. Ideal candidates should be able to deal effectively with a diverse public in routine and emergency situations and demonstrate high communication skills. Prior experience as police, fire, or medical dispatcher is highly desirable. The City has implemented Emergency Medical Dispatching (EMD) for all communications personnel. Definition Under immediate (Public Safety Dispatcher I) or general (Public Safety Dispatcher II) supervision, receives police and emergency calls and dispatches police and fire units following prescribed procedures; answers non‑emergency calls for public safety and other City departments; performs general administrative support duties including record keeping, typing, and filing; and performs related work as required. Supervision Received and Exercised Receives immediate (Public Safety Dispatcher I) or general (Public Safety Dispatcher II) supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff. Class Characteristics Public Safety Dispatcher I – entry‑level classification; initially under close supervision, learns and performs routine tasks; as experience is gained assignments become more varied and complex, supervision lessens. Public Safety Dispatcher II – fully qualified, works independently, exercises judgment and initiative; performs full range of duties; receives only occasional instruction for new situations. Essential Functions Receives police and emergency calls, assesses, formulates call for service, determines severity, ensures officer safety. Dispatches emergency units according to procedures and policies. Maintains contact with field units and records field calls. Communicates with fire and rescue personnel while handling multiple calls. Provides general information to public, calms distraught callers, maintains professionalism. Operates multiple computers, telephone lines, and radio equipment concurrently. Logs call data, monitors calls post‑dispatch. Enters, updates, retrieves records from teletype database. Accesses law‑enforcement databases for warrants, criminal history, etc. Serves as liaison, provides initial non‑emergency contact, directs callers to appropriate agencies. Maintains accurate departmental and law‑enforcement records. Attends training, shift briefings, drills, test scenarios. Observes all City and mandated safety rules and protocols. Performs other duties as assigned. Education and Experience Public Safety Dispatcher I/II – High School Diploma or equivalent (GED). Public Safety Dispatcher I – One year of general clerical experience involving public contact. Public Safety Dispatcher II – Two years of dispatch duties with POST Certificate, or three years with EMD Certificate. Licenses and Certifications Public Safety Dispatcher I Obtain the POST Basic Dispatcher certificate within one year. Obtain CPR Certification within one year. Obtain EMD Certification within one year. Ability to travel to meetings, trainings, site visits, and special events; reliable transportation required. Public Safety Dispatcher II Possession of POST Basic Dispatcher certificate; if hired at II with only EMD, must obtain POST within one year. Obtain CPR Certification within six months. Obtain EMD Certification within one year. Ability to travel to meetings, trainings, site visits, and special events; reliable transportation required. Special Requirements Minimum typing ability of 40 words per minute. Disaster Service Workers designation per government code 3100; candidates must complete pre‑employment screening including background, DOJ Live Scan, FBI fingerprint clearance, physical exam, psychological evaluation, and polygraph. Knowledge of Techniques of eliciting critical info from callers in stressful situations. Techniques for determining appropriate responses and dispatching resources. Functions and operations of public safety organization. Operational characteristics of communication equipment. Terminology and procedures used in dispatching (penal, vehicle, and radio codes). City and County geography, maps, landmarks, and directions. Policies on confidentiality and release of sensitive information. Principles of data collection and report preparation. Techniques for pinging cell phones through providers to identify locations. Business arithmetic. Applicable federal, state, and local laws, codes, and procedures. Record keeping principles. City and mandated safety rules, regulations, and protocols. Customer service techniques with public and agency representatives. English language structure and composition. Modern equipment and communication tools used for business functions. Ability To Assess and prioritize emergencies calmly, using independent judgment. Dispatch using appropriate grammar and police codes. Memorize codes, names, street locations, etc. Read and interpret maps and documentation. Interpret, apply, and explain policies, procedures, and regulations. Handle multiple activities simultaneously. Obtain vital information from individuals in stressful situations. Compile and summarize information for accurate calls for service. Perform technical, detailed work in the communications center. Compose correspondence independently. Organize, maintain, and update database and records. Make accurate arithmetic computations. Organize own work, set priorities, meet deadlines. Use tact, initiative, prudence, and judgment within guidelines. Use computers, software, and equipment for work tasks. Communicate clearly and concisely orally and in writing. Establish and maintain positive working relationships. Physical Demands Must possess mobility to work in communications center and use standard office and dispatch equipment. Vision to read printed materials and screens; hearing and speech to communicate. Positions may remain at workstation for extended periods. Finger dexterity required. May need to bend, stoop, reach, push, pull drawers. Ability to lift up to 25 pounds. Environmental Conditions Work in environment with moderate noise, controlled temperature, no direct exposure to hazardous substances. May interact with upset staff or public. Schedule Must be available to work varying schedule including weekends, weekdays, evenings, and holidays. Hours and days adjusted as needed.
