This opportunity is available for current Los Angeles County employee who have successfully finished their initial probationary period and meet the qualifying requirements. Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam: Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service. -OR- Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing. NO OUT-OF-CLASS EXPERIENCE, WITHHOLD, WILL BE ACCEPTED.DEFINITION
Leads the work of other Board Specialists performing highly specialized clerical and staff support work or performs highly responsible clerical and staff support services in the Executive Office of the Board of Supervisors.CLASSIFICATION STANDARDS
Positions allocable to this class work under the technical and administrative supervision of Head Board Specialist or higher and are responsible for leading the work of Board Specialists or lower-level positions in the provision of highly specialized functions or for performing highly responsible services in support of the Board of Supervisors, Executive Office, Assessment Appeals Boards, various County commissions and client departments. Incumbents work independently in carrying out the most complex and difficult assignments in accordance with established guidelines, conferring with a supervisor only on unusual matters. Incumbents handle a high volume of written correspondence, telephone and in-person contact in response to inquiries by elected officials, County staff, public and the media. They must effectively communicate with people from varying backgrounds, organizational levels and with diverse purposes for seeking assistance from the Executive Officer of the Board. Senior Board Specialists apply a thorough knowledge of departmental rules, policies, procedures, special terminology, and skills in the use of various computer and automation systems associated with the area of assignment. Positions also require the ability to establish and maintain working relationships to lead their work teams or committee members. Leads the work of Board Specialists or lower-level positions in the provision of specialized clerical work and special projects for various divisions of the Executive Office; and participates in the training of work teams or committee members, as necessary. Uses discretion in determining appropriate mechanisms to independently complete assignments and communicate sensitive information. Composes and prepares the most complex agendas, minute entries, communications, statements of proceedings, reports, legal notices of meetings of the Board of Supervisors and letters of actions taken at various County commissions, Joint Power Authority Commissions, and non-profit corporations, and provides other support services including gathering and analyzing data and compiling reports for presentation at meetings and the Board Appointee Committee Book. Performs specialized media and document management services of audio, video, and internet content. Participates in handling the most complex functions affecting special districts and City boundary proceedings, such as filings with the Secretary of State and the State Board of Equalization, setting hearings before the Board of Supervisors, securing necessary resolutions from County Counsel, and calling elections. Processes declaration request and intake of claims against the County. Processes assessment appeal petitions for the equalization of real and personal property assessments, schedules hearings before the Assessment Appeals Boards, and clerks, records and communicates actions taken by the Boards and assessment hearing officers. Makes arrangements for and attends Board of Supervisors, commission and other meetings as required to obtain information needed and to communicate actions taken, which may include driving to offsite locations and attending evening meetings. Prepares the payroll data necessary to produce total pay using eHR, including the more complex payroll work such as the resolving pay and benefits issues, and provides other payroll services for the department and various County departments and commissions. Participates in providing various personnel and special services including budget projections, the County employee service recognition award program, temporary clerical services, and Closed Session luncheons. Makes recommendations for the solution of problems of organization, program, procedure, budget, or personnel, as needed. Participates in coordinating a heavy volume of procurement activities, including ordering, securing, and providing supplies, equipment and office services to the Board Offices, Executive Office, client departments and commissions, and resolves problems of a difficult and complex nature involving the central purchasing agency, the departmental accounting organization, the County Auditor and various vendors. Composes and prepares the most complex letters, reports and other material for signature or approval using computer software such as Word, Excel, and other programs. Answers and resolves the more complex and technical inquiries and procedural questions from operating departments, the Chief Executive Office, County Counsel, Board Offices, commissions, employees, and the public. Maintains files of official records of the Board of Supervisors, Assessment Appeals Boards, commissions, and other groups and retrieves information when needed from these records to comply with Public Records Act and other information requests. Receives and processes Conflict of Interest Form 700 filings including oral and written communications with filing Officers/Officials for numerous agencies; analyzes new codes and code amendments; prepares reports and recommendations for the Code Review panel. Participates as a team member on projects related to the department's strategic plan, as needed. Participates in the review and analysis of State and County legislation. Discuss and review new and existing policies, procedures or procedural issues with departments or commissions affected. Works in conjunction with staff in the implementation of change, where necessary. Prepares Financial Reports, monitors expenditures, generates reports, assists with submission of the annual Departmental Budget Request, creates cost reports, and drafts Agreements, MOUs, and solicitation documents.REQUIREMENTS TO QUALIFY

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. PHYSICAL CLASS 2 - Light This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.SPECIAL REQUIREMENT INFORMATION
Experience in identifying, researching, and addressing issues related to the solution of problems of an organization, program, procedure, budget or personnel within a public sector agency. Experience preparing official reports, correspondence, and/or records within the office of an elected official. Experience researching and gathering information in order to address complaints related to County, State, Federal, or Government policy or law.EXAMINATION CONTENT
This examination will consist of an evaluation of Training and Experience based on application information, Desirable Qualifications, and Supplemental Information Questionnaire form, weighted 100%. Applicants must meet the Requirements to Qualify and receive a passing score of 70% or higher on the assessment to be added to the eligible list.ELIGIBILITY AND VACANCY INFORMATION
