Role Description

The Virginia Department of Elections is seeking a Cloud Developer 3 to act as a full stack developer on an existing software development project.

DURATION: 4 months expected

About the Role/Day to Day Responsibilities:

• Work with established contractors and staff on web and Windows applications used by internal ELECT staff and constituents of the Commonwealth of Virginia.
• Expertise as a programmer and designer for Cloud Services.
• Experience implementing and developing applications to interface with Service Oriented Architecture (SOA) and offerings from major Cloud Service Providers.
• Responsible for analysis, design, and coding for a new application.
• Work independently, provide leadership for others, and manage highly complex work efforts.
• Involved in maintenance, enhancement, and development work.
• Possess a range of skills and knowledge of technologies used and applications supported by the Application Team.
• Collaborate with Business Analyst, Application Architect, and other Application Development Team members to ensure design and code meet customer requirements.
• May work with SaaS and Cloud service providers.

Qualifications

• Azure App Services, Azure Functions, Azure Kubernetes Service (AKS), Azure Storage (Blob, Table, Queue), Azure SQL Database, and Azure Cosmos DB - Required (7 Years)
• Azure API Management, Azure DevOps (Repos, Pipelines, Boards), Azure Active Directory (Azure AD), OAuth 2.0, and OpenID Connect - Required (7 Years)
• Strong proficiency in JavaScript/TypeScript and modern front-end frameworks (React, Angular, or Vue) with state management tools (Redux, MobX, NgRx, or equivalent) - Required (7 Years)
• Responsive UI development using HTML5/CSS3 and client-side integration with REST and GraphQL APIs - Required (7 Years)
• .NET Core/.NET 7+ or Node.js development, scalable REST API design, and microservices architecture - Required (7 Years)
• Event-driven architecture using Azure Event Grid, Azure Service Bus, or Event Hubs, with ORM technologies (Entity Framework, Sequelize, Prisma, or equivalent) - Required (7 Years)
• SQL Server development with optimized SQL queries, NoSQL databases (Cosmos DB), data modeling, and schema design - Required (7 Years)
• Integration experience with Azure Data Factory - Nice to Have (7 Years)
• Azure DevOps Pipelines or GitHub Actions, Infrastructure as Code (Bicep, ARM Templates, or Terraform), Docker, and Azure Kubernetes Service (AKS) - Required (7 Years)
• Automated testing frameworks, test strategy design, and test automation practices - Required (7 Years)
• Strong understanding of distributed systems, Clean Architecture, Domain-Driven Design (DDD), SOLID principles, API design standards, and Swagger/OpenAPI documentation - Required (7 Years)
• Security best practices including OWASP, secure secrets management, and Zero Trust architecture - Required (7 Years)
• Ability to mentor developers, lead technical discussions, and collaborate effectively with Security, QA, Product, and DevOps teams - Required (7 Years)
• Strong problem-solving, architectural decision-making, and communication with both technical and non-technical stakeholders - Required (7 Years)
• Ability to estimate work effort, plan Agile sprints, and develop technical roadmaps - Required (7 Years)
