Summary

Reporting to the Chief Program Officer (CPO), The VP of Older Adult Services and Economic Development will serve as a critical member of the senior leadership team and will collaboratively articulate, implement and operationalize the strategic vision, mission and goals of the agency. The VP will oversee the success of departmental programs and related services. The VP will continually evaluate the effectiveness of programs to provide ongoing feedback; guide strategic, nimble service delivery to strengthen funding diversification and participant outcomes. The VP will supervise the Assistant Director and Program Coordinators.

Essential duties and Responsibilities:

Program Strategy and Leadership:

• Support the mission, values, goals and objectives of Elmcor.
• Support the CPO with implementing the organizations’ strategic plan, public policy, fundraising, grant
• writing and identifying new business; program enhancements.
• Work to maintain and strengthen the fiscal viability of Elmcor Older Adult and Economic Develolpment programs with sustainable funding sources to ensure that communities in need receive continued services.
• Work with the CEO, CPO, Development Manager and/or staff to attract funding to enrich agency programming development services for older adults and economic d; to identify, develop, sustain, and increase public and private grants, as well as private donations.
• Cultivate existing relationships and create new relationships with external partners with the goal of ensuring sufficient participant resources, and access to services.
• Represent the organization externally via community coalitions, taskforces, etc.
• Develop and implement strategies that will maximize the synergies among program areas. 
• Establish annual program and staff goals and objectives and track results as well as accountability protocols. 
• Provide oversight of program compliance plans
• Directly supervise program supervisors of major program areas on how to proactively engage in planning to improve program management, and delivery for increased effectiveness and accountability.
• Ensure clarity around decision-making authority both within the department and among members of cross-agency teams.
• Provide leadership to department management in assessing programmatic priorities, projects, and activities and their feasibility and priority

Team Management and Development:

• Implement a professional development program to address employee experience and skill gaps; contractual requirements.
• Work with staff to develop objective performance measurements across all programs, to ensure consistent, high-quality evaluation and goal setting for all employees.
• Instill a sense of accountability among team members by modeling appropriate oversight of individual and organization performance standards.
• Strengthen effective supervision, training, while enhancing staff engagement, team building.
• Assure performance evaluations of program staff and implementing yearly staff development plans.
• Provide assistance and guidance on how to troubleshoot program and staff performance challenges.
• Mentor and work closely with VPs to build their skills and confidence so that they can supervise, evaluate, mentor, encourage and motivate staff.
• Work with the CPO and the human resources team to identify and shape new positions when appropriate and participate in hiring decisions for new program staff.
• Supervise senior program management.

Grants Management:

• Manage government and private contracts, program development, implementation, and compliance. 
• Maintain familiarity with private, city, state and federal contract management, budget development/oversight.

Program Operational Management:

• Act as the direct administrative contact for program operations with funder and various stakeholders.
• Establish consistent, objective program performance standards of accountability.
• Work with Development Manager and CFO to complete continuation of funding applications (CFA) provide information for budget modifications, etc.
• Data alignment -enhance IT related to program management, compliance, data and operations.
• Work with the fiscal department to manage agency budget, maximizing the impact and efficiency of spending, and monitoring expenditures and revenue to meet Board-approved budget objectives.
• Coordinate with the CEO, CPO and Development staff, on developing new program ideas and pilot projects, including integrating successful pilots into the program department.

Communication & Public Relations:

• Develop annually a one/two-year marketing plan that addresses benchmarks, promotion
• strategies and includes a schedule/implementation timeline
• Communicate, promote and market older adult programs and services to participants and broader

district population

• Develop and implement on-going strategies to increase resident participation in older adult 

programs, activities and services

• Coordinate on-going evaluations and assessments for program offerings, instructors and participant

feedback for evaluating quality of programs. Plan and coordinate needs assessment and focus

groups as request and needed

Education and/or Experience:

• Bachelor’s degree required; Master’s degree preferred in, Human Services, Social Sciences, Public Health Business/Public Administration or a related field is strongly desired 
• A minimum of five years leadership experience in a nonprofit, government, or philanthropy,

overseeing multiple programs or contracts ideally at an organization serving diverse communities .
