Information Governance Manager (Management Analyst 5)

Schedule: The typical workweek is a standard 40-hour workweek and may need occasional adjusting in order to meet the customer’s need. Work hours are typically 8 a.m. to 4:30 p.m., Monday – Friday. This position requires occasional travel and overnight stays to attend commission meetings or workshops. Additionally, this position will operate in a hybrid/remote setting, with the expectation of being able to come into the office as needed. This position can work from anywhere within Washington State. Who we are: The Washington State Conservation Commission (SCC) is a non-regulatory state agency that supports and coordinates our state’s 45 conservation districts and administers voluntary conservation programs. Together, the SCC and conservation districts (CDs) provide incentive-based services that empower people across Washington to take actions that keep natural resources and working lands healthy for all. About this position: As the Senior-level Public Records Officer you will be responsible for the strategic oversight and operational execution of public records management across all formats—paper, email, documents on local PCs, databases, and shared data with external entities such as the Natural Resources Conservation Service (NRCS) and conservation districts. You will serve as a primary point of contact for members of the public, media representatives, and public records requesters, providing guidance, clarifying requests, coordinating searches, facilitating access to records, and communicating requirements and timelines under applicable public records laws. You will also develop and maintain agency-wide partnerships and communication channels necessary to identify records across organizational boundaries, coordinate complex records searches, resolve disclosure and retention issues, and implement consistent records management practices. Some of what you’ll be doing includes: Serve as agency-wide expert and lead advisor on public records, representing the agency before the State Archivist and Records Committee. Develop, implement, and refine a comprehensive records management program that supports data stored in multiple formats—physical, electronic, and external. Lead strategic planning to optimize data management across paper, digital, and shared databases Coordinate with IT, legal, and program teams to establish metadata, data architecture, and security protocols for electronic records. Act as the primary agency-level point of contact to manage public records requests for all data formats under RCW 42.56 and WAC 390-14-015. Oversee records integration with NRCS and conservation districts, ensuring that data-sharing complies with FOIA, federal guidelines, and agency data policy. Develop internal agreements, protocols, and governance frameworks for shared data, including retention, access, and disposition cycles. Provide expert consultation and training to agency executives, program managers, IT teams, and legal staff regarding public records laws, risk management, and effective data handling. Produce complex analytical reports for executive leadership and external stakeholders, evaluating record-keeping performance, disclosure compliance, and risk exposure. Act as a backup for placing information on SCC’s website in compliance with Open Public Meeting requirements, including meeting agendas and meeting minutes. May review compliance with conservation district election rules and process. OPTION 2

A bachelor’s degree in business administration, public administration, accounting, legal studies, or a related analytical field AND Four (4) years of professional, full-time experience managing information and records across paper, digital, email, PC, and database formats AND Expert knowledge of Washington State’s Public Records Act and records retention law Demonstrated analytical and project-management skills, with the ability to lead complex, statewide-level records projects Demonstrated proficiency with Microsoft Office applications and other software Proficiency in time management and managing multiple activities Skilled in verbal and written communication Ability to visit conservation districts across the state, including overnight travel Presentation experience Excellent customer service and relationship-building skills PREFERRED: Experience establishing records systems and governance frameworks, especially including multi-agency or federal data-sharing environments. Knowledge of federal FOIA, NRCS data-sharing policy, or privacy regulations. Technical proficiency with records management systems, metadata architecture, imaging technology, or information governance tools.
