Oversees contractors' safety program and safety plans for the MWRA interests. Advises staff on the use, control, and disposal of chemicals and hazardous materials; serves as the Massachusetts Resource Conservation and Recovery Act (RCRA) officer; and oversees the disposal of hazardous wastes. Posting Period: 8/24/2026 to 9/4/2026Location: Deer Island (Winthrop), MA Salary: $116,439.41 - $163,072.97 Annually $2,239.22 - $3,136.02 WeeklyWork Schedule: Monday - Friday 7:00am - 3:00pmKey ResponsibilitiesDevelops and implements occupational safety and health, environmental policies and programs to promote a safe work environment and ensure compliance with applicable standards and requirements with respect to physical, biological, mechanical and chemical hazards.Collaborates with the Director, Occupational Health and Safety and the Project Manager, Safety to administer and update safety and health training programs with department managers and employees, and coordinates with the Training Unit.Serves as member of the DITP Emergency Response Team (ERT) and as an emergency responder. In the absence of the other Program Manager, Safety who leads the ERT, supervises team members and handles training and deployment of the team. Reviews materials such as Accident/Loss Reports and Injury/Illness reports. Initiates programs to identify safety and health hazards. Initiates corrective action based on statistical trends.Reviews and accepts Health and Safety Plans submitted to the MWRA to ensure that contractors and sub-contractors have a plan to address the recognized hazards, including training, assigned Safety liaison, and identified and addressed risks through hazard control strategies.Manages safety audit programs. Conducts weekly safety tour inspections to identify recognized safety and health hazards and documents reports. Initiates corrective action based on statistical trends.Oversees the Contractor Safety Program. Conducts periodic safety inspections to identify safety and health hazards, including an audit of contractor sites at MWRA sites.Manages emergency provisions for DITP include initiating safety orders, overseeing inventories, and distributing emergency provisions (e.g., food and water during events that isolate DI from the mainland and from supplies).Serves as the Designated Resource Conservation and Recovery Act (RCRA) officer for the federal law governing the disposal of hazardous wastes including oils and universal wastes.Provides staff and resources to the Plant Safety Committees.Works with the MWRA Safety Committees as a resource and secures assistance in reducing and eliminating safety and health hazards.Provides coordination and direction for Safety Technicians.Advises all levels of line supervision on the usage, control and disposal of chemicals and hazardous materials, including requirements resulting from DITP's status as a "Large Quantity Generator" of hazardous waste, the development of an Integrated Contingency Plan, and the DITP Emergency Response team as a responder to hazardous material incidents.Assists managers and supervisors with investigations of accidents and responds as required.Reviews safety work order requests, assists with prioritization, and makes recommendations for corrective action.Conducts daily DITP safety walkthroughs, which is a proactive, visual inspection of a workplace designed to identify hazards, correct unsafe work practices, and engage employees.Works with external environmental and regulatory agencies to solicit and encourage the exchange of information to include, fire safety, emergency management and other agencies from the local community.Reviews assigned employees performance according to MWRA procedures.Administers, updates, and maintains Right-to-Know Hazcomm programs, Evacuation Training, and Integrated Contingency Plan (ICP) awareness.Performs related duties as required.Covers responsibilities of the Program Manager, Safety (Events, Training, ERT) (Deer Island) in their absence.Required QualificationsA Bachelor's degree in industrial hygiene, engineering, occupational health, safety or related field; andAt least seven (7) years of professional safety and environmental health experience including some in the construction field; Including at least three (3) years' experience in a supervisory, managerial, or project management capacity; orAny equivalent combination of education and experience.Valid Massachusetts Class D Motor Vehicle Operator's license or driver's license from another state.Completion of 40 hours OSHA training and annual 8 hour refresher course.First Aid and CPR certification within six months of hire.Board of Certified Safety Professionals (BSCP) Construction Health and Safety Technician (CHST) certification or higher or ability to obtain within twelve months.Participates in weekend/off-hours on-call coverage to support the Authority in any Safety matters.Participates in the Occupational Health and Safety on-call rotation.This position has been designated as essential in instances where the MWRA Executive Director requires essential personnel to report to work such as inclement weather or other emergencies. May be eligible to occasional telework after initial waiting period.Knowledge and AbilitiesKnowledge of hazardous materials, industrial safety and environmental health issues and of United States Occupational Safety and Health Administration (OSHA), Massachusetts Department of Environmental Protection (DEP), United States Environmental Protection Agency (EPA), and Massachusetts Department of Labor Standards (DLS) and understanding how to make judgments relating to safety and health hazards. Ability to understand and identify technical and safety related issues and concerns.Ability to plan, organize, direct, train and assign duties to direct reports and emergency response team members.Excellent interpersonal, written, and oral communications skills.Solid knowledge of the Microsoft Office Suite and ability to use video-conferencing applications such as WebEx.Tools and Equipment UsedHand tools, mobile radio and office machines as normally associated with a professional office environment, including the use of telephones, personal computers, word processing and other software, email, videoconference applications, copiers, scanners and fax machines.Physical DemandsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
