Bond Finance Lead Specialist

Job Description and Duties

Under the general direction of the Loan Officer Supervisor II, the Analyst IV serves as the IBank’s recognized subject matter expert lead, and prime resource, responsible for performing the most complex, critical, specialized, and time-sensitive duties related to the implementation of the IBank's Bond Financing Program. Bonds issued by IBank are governmental purpose bonds for public agencies throughout the State of California, including but not limited to Infrastructure State Revolving Fund (ISRF) Bonds and Public Agency Revenue Bonds (PARBs); Exempt Facility Bonds; Industrial Development Bonds (IDBs) for manufacturing companies; 501(c)(3) bonds for nonprofit public benefit corporations; energy, environmental and water project bonds under IBank Climate Financing Program; and other unique bond financings. This position requires professional expertise in written and verbal communication, development of solutions for complex issues, and a high degree of independence and strategic reasoning.

Working Conditions

Hybrid:  T his position is eligible for a hybrid telework schedule and requires reporting in-person at headquarters in Sacramento up to 4 times a week. #li-hybrid

Salary

IN MOST CASES, ALL NEW TO STATE EMPLOYEES MUST START AT THE MINIMUM OF THE POSTED SALARY RANGE. 

In July 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025). Under this program, employees’ monthly base pay is reduced in exchange for paid leave credits. This position is subject to PLP 2025. The specific rate of pay reduction and corresponding leave credits are determined by the employee’s bargaining unit and classification. Please refer to the California Department of Human Resources (CalHR) website here for details regarding the applicable PLP 2025 provisions. The salary listed in this job advertisement does not reflect the pay reduction or corresponding leave credits associated with PLP 2025, which remains in effect through June 30, 2027.
