Labor Relations Specialist - Human Resources Specialist 2

Working Title: Labor Relations Specialist Job Class: Human Resources Specialist 2 Agency: Transportation Department Location: Roseville, MN Telework: No Work Shift: Day Shift (Monday‑Friday) As a Labor Relations Specialist in MnDOT’s Metro District, you will provide human‑resource services and consultation for contract and policy administration, performance management, employee relations, arbitration issues, contract negotiations, and leave management for approximately 1,300 employees. Job Duties Coordinate the drug and alcohol program testing process by scheduling employees and testers for random, return‑to‑duty and follow‑up drug and alcohol screens. Coordinate the annual driver‑license verification process by conducting checks, reviewing information, and notifying senior labor relations staff when follow‑up action is warranted. Review individual employee claims for unemployment insurance benefits to determine eligibility, respond to requests from DEED and raise issues when warranted. Coordinate meet‑and‑confer meetings with unions, including scheduling, attending meetings, recording and distributing minutes, publishing agendas, and sharing agenda‑related materials. Assist supervisors and managers in conducting labor‑relations/employee misconduct investigations and managing employee performance under guidance of senior staff. Record and maintain labor‑relations data to ensure timely and accurate reporting while maintaining confidentiality of records. Provide support to the HR Director, labor‑relations staff, supervisors, and managers by serving as backup to the metro leave coordinator and researching and applying grievance‑processing procedures. Minimum Qualifications Two (2) years of experience performing professional employee or labor‑relations functions. Required Experience Must Include Researching, analyzing, and interpreting information. Preparing written summaries, reports, and other documentation. Using databases to enter and track information. Applying and advising on state and federal employment and labor laws, rules, and/or collective bargaining agreements, and ensuring compliance. Advising and processing leave management including Family Medical Leave and Minnesota Paid Leave, ensuring compliance. NOTE: A bachelor’s or master’s degree in human resources, industrial relations, organizational development, or a closely related field substitutes for one year of professional human resources experience. Preferred Qualifications Experience interpreting and applying bargaining unit agreements. Experience performing HR functions in public service (municipal, county, state, federal, or Tribal). Additional Requirements Successful candidate must pass a background check prior to employment. The background check may include SEMA4 records check, criminal history check, employment reference check, education/license verification, and driver’s license verification.
