HR Safety - RCP011, Safety & Compliance Spec 2 (PG: J) "Liability Analyst" - Atlanta, GA Job Summary: The Safety Analyst supports the organization’s safety, compliance, and risk management functions by conducting data analysis, preparing reports, and assisting with third‑party insurance claim documentation, maintaining CMR records, SPAR insurance records, and supporting Workers’ Compensation and reporting. This role strengthens decision‑making by transforming field data, incident reports, and insurance information into actionable insights for safety leadership. Job Specific Duties Safety Data & Compliance Analysis Collect, analyze, and interpret safety data from inspections, incidents, near misses, and corrective actions. Identify trends, recurring hazards, and operational risk indicators. Prepare dashboards, KPI reports, and monthly/quarterly safety summaries. Support compliance with federal safety standards, NFPA codes, DOT regulations, and internal GDOT safety policies. Third Party Insurance Claims (Non‑APD) Assist with third‑party claim documentation and submission to insurance carriers. Maintain accurate records of vehicle incidents, repair estimates, and claim statuses. Coordinate with OEM and Safety Program Manager to ensure timely processing. Track third‑party claim costs, recovery opportunities, and loss trends. Assist with maintaining the CMR database, ensuring accuracy, completeness, and timely updates. Prepare recurring CMR reports for internal leadership. Monitor open claims and expedite delays or missing information. Assist with Workers’ Compensation claim intake, documentation, and timely submission to DOAS Risk Management. Maintain accurate records of employee injuries, medical reports, and claim statuses. Support supervisors and district offices in completing required forms and ensuring compliance with department reporting policies. Prepare routine and ad‑hoc Workers’ Compensation reports for leadership and audits. Special All Risk Insurance Support Support enterprise risk assessments and insurance renewal data requests. Maintain documentation for audits, inspections, and reviews. Provide analytical support to Safety Managers, Workers’ Compensation Coordinator, and Liability Manager. Training & Communication Prepare charts, visuals, and data summaries for safety meetings and training sessions. Assist in developing data‑driven training materials and safety alerts. Communicate findings clearly to field staff, supervisors, and leadership. Minimum Qualifications State Entry: High school diploma or GED and two (2) years of job‑related experience; or one (1) year of experience at the lower level Safety & Compliance Spec 1 (RCP010). Some positions may require a valid driver’s license, certification, or licensure. Knowledge of Workers’ Compensation processes and procedures. Knowledge of basics of tort insurance or liability case management. Experience using computer software applications for word processing and creating spreadsheets, presentations, and other database reports. Demonstrates strong analytical skills; detail‑oriented. Demonstrated experience identifying and analyzing problems; gathering, interpreting, and evaluating information to determine its accuracy and relevance. Ability to work well with others to achieve team projects and foster team spirit and commitment to achieving goals. Displays a professional image, high standards of ethical conduct, and a high level of commitment toward performing work. Possesses excellent oral and written communication skills. Ability to communicate effectively with others in a courteous, professional manner. Ability to coordinate between Safety Section (GO and District Safety Programs Offices) for Workers’ Compensation, Return to Work, Driver's Check and other minor projects. Ability to act as liaison between department and insurance professionals. Committed to providing excellent customer service. Demonstrated ability to manage client/customer inquiry/request to resolution. Demonstrated ability to prepare and deliver clear and convincing oral presentations, to teach, motivate and persuade others to accept recommendations. Demonstrated experience organizing and prioritizing work, adapting flexible approach to. Demonstrated ability to train individuals and to develop training and information programs. Ability to research, gather, and analyze data to create reports. Strong time management and organizational skills. Preferred Qualifications Knowledge of and work experience with Liability Insurance and/or Workers’ Compensation Processes. Work experience in the field of workplace safety for a state agency, federal agency, or private organization, in construction or maintenance. Experience working as a team member with remote teams. Ability to effectively manage cases to resolution of a large volume. Ability to manage multiple inquiries and provide timely and professional response.
