DEFINITION
Under direction, performs a full range of moderately difficult to complex professional accounting and financial analysis in the preparation and maintenance of financial records, reports and systems; provides a basis for sound operational and financial planning through financial review, analysis, monitoring, reconciliation and maintenance of assigned financial accounts, programs and activities; and perform related duties assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Performs complex and technical accounting work in the maintenance and analysis of records of revenues, expenditures and special program/project funds; prepare analyses, schedules, journal vouchers and reconciliation to produce periodic financial reports in accordance with GAAP and other applicable accounting standards; makes recommendations and calculates allocation of program costs; analyzes cost data and prepares project accounting reports; reconciles major postings to source documents; audits and processes a variety of accounting documents.
- Prepares projections of revenues, budget estimates and supporting schedules; monitors and reports on budget and revenue account status; reviews and processes requests for budget adjustments; develops databases and analyses financial information; answers questions and compiles special reports for program and departmental use in budget tracking and reporting.
- Participates in preparation of monthly and special periodic financial reports and statements to program and agency management.
- Provides technical expertise, assistance and guidance to program and department management and other personnel in the analysis of budget, payroll, receivables, expenditures compliance of program requirements and other financial issues and discrepancies.
- Prepares or ensures the preparation of a variety of accounting and other statistical and narrative reports/statements required by federal, state and local agencies and management; ensures that funds are budgeted, controlled, accounted for, reconciled and audited according to acceptable accounting practices and legal requirements; reviews financial transactions to assure conformance to agency, county, state and federal policies, rules, regulations and codes.
- May provide back-up support to Accountant I’s, Technicians and other accounting support staff in performing accounting entries; may work directly with staff from other departments to resolve technical accounting issues and problems.
- Performs other related duties as assigned.
QUALIFICATIONS AND SKILLS
Knowledge of:
- Principles and practices of general fund and governmental accounting, including financial planning/forecasting, financial statement preparation and methods of financial control and reporting.
- Generally accepted accounting principles applicable to budgeting and accounting for assigned programs.
- Principles and practices of cost accounting.
- Internal control and audit principles and practices.
- Principles and practices of non-profit budgeting.
- Laws and regulations relating to the financial administration of non-profit organizations.
- Principles and practices of business data processing particularly related to the processing of accounting and financial information of specialized program software.
- The operations, requirements and codes of MAAC’s general ledger accounting system.
- Purchasing and contracting principles and practices, including competitive bidding procedures.
- Practices of training and work direction
- Applicable agency, county, state and federal laws, regulations and reporting requirements affecting grant-funded non-profit organizations.
Ability to:
- Plan, organize and carry out assigned accounting functions.
- Operate a computer and spreadsheet software and standard office equipment.
- Analyze and make sound recommendations on complex financial data and operations.
- Plan and evaluate financial systems and practices and make sound recommendations for improvement.
- Understand, interpret, explain and apply agency, state and federal requirements regulating financial accounting, reporting and record-keeping.
- Develop and implement financial procedures and controls.
- Perform complicated mathematical calculations and analyses.
- Prepare clear, concise and comprehensive financial statements, statistical reports and narrative materials.
- Exercise sound professional judgment within general policy guidelines.
- Serve as a team leader to train and provide work direction to others.

- Maintain confidentiality and discretion with sensitive materials.
- Establish and maintain effective working relationships with all levels of MAAC management, employees, outside auditors and others encountered in the course of work.
EDUCATION/EXPERIENCE/CERTIFICATION
Equivalent to graduation from a four-year college or university with major coursework in accounting, finance, economics or related field and one year of general fund experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.
- Bachelor’s Degree in Accounting (preferred).

HEALTH STATUS
Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.
Mental Demands

BACKGROUND CLEARANCE
All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.
TRANSPORTATION
Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
