Safety Manager

POSITION SUMMARY
Responsible for establishing, developing, and managing all site safety programs. Identifies and mitigates safety related risks in support of business performance and reliability goals. Establishes and manages company safety culture. Integrates safety driven objectives into all plant functions. Provides regulatory expertise to strategize and maximize company position within the various safety related programs and provides interaction with regulatory officials. Coordinates safety related programs with an emphasis placed on identification and communication of all state and federal regulatory requirements. Provides support to the Operations Department as well as other company departments on an as needed basis. Interacts with contractors in a safety management function.PRIMARY DUTIES & RESPONSIBILITIES
Advise senior and plant management on specific and overall safety concerns and recommend corrective/preventative actions Plan and coordinate specific safety training for all plant employees Assist, plan and implement plant safety policies and procedures in compliance with East Energy, local, state and federal rules and regulations – primarily OSHA but also DOT and others as required Responsible for drug and alcohol testing (fitness for duty) of operating employees Responsible for overseeing employee health and wellness initiatives as part of the overall safety culture Assist in the development, evaluation and upgrading of new or revised safety related SOP’s, programs and contractor safety orientation Assist in developing and managing the safety department budget Maintain thorough and organized database of safety files and records Incident and Injury Investigations – conduct post-incident investigations, coordinate Root Cause Analysis (RCA) process, and prepare reports identifying possible accident causes and hazards along with recommendations to prevent recurrence Act as site safety resident expert, and ensure that all incidents are entered into the proper data systems Workers Compensation and Return to Work – liaise with corporate senior management OSHA Safety Programs Lock Out/Tag Out (LOTO) Confined Space/Permit Required Confined Space Entry and Rescue Hot Work Fall Prevention, including Walkways, Ladders, Scaffolds, Aerial Lifts, PFPE Emergency Action Plan, Fire Safety, and Drills Personal Protective Equipment (PPE) and Hazard Assessments Hazard Communications (HazCom) and Chemical Safety, and SDS compliance Hearing Conservation and annual audiometric exams, if required Respiratory Protection and annual fit testing and medical clearance, if required Powered Industrial Trucks Electrical Safety and NFPA 70E Energized Electrical Work Permits Heat Stress Cranes and Hoists OSHA Injury Logs (300 Logs) First Aid, AEDs Bloodborne Pathogens Visitor and Contractor Safety Site Safety Programs Job Safety Analysis (JSA) and Mental Safety Assessment (MSA) Safety Observation Safety Improvement Corporate Safety Incentive Program metrics for the site Schedule and maintain site First Aid Cabinets and AED’s Ensure weekly Emergency Eyewash and Safety Showers inspections and testing are conducted Ensure monthly Fire Extinguishers inspections and annual testing are conducted Coordinate site weekly security checks IAW site program Walk down each facility a minimum of once per week Attend a minimum of four operations shift pre-shift safety briefs per month Act as employee liaison at monthly safety committee meetings, and ensure that safety issues are properly communicated, tracked, and acted upon Act as liaison with senior management and attend EHS All Hands Calls Act as Outage Safety Coordinator for all facilities Waste Management RCRA Hazardous Waste, classification, accumulation, labeling, manifests, training, recordkeeping Universal Waste program, accumulation, labeling, training Solid waste and recycling accumulation management and disposal for non-hazardous/universal wastesREQUIREMENTS
Minimum Qualifications Education and Training: Bachelor’s degree in occupational safety or health & safety, Engineering, Chemistry, Biology or equivalence in power generation work experience Experience: Must have experience with safety and environmental programs in a utility or government power generation facility – preferably a solid fuels facility. Must be familiar with Federal, state, and local regulations. Strong interpersonal and written communication skills are required. Requires an individual with a high degree of professionalism. Requires the ability to work well independently and effectively with others, daily. Successful candidates will also be detail oriented, able to take direction and handle multiple tasks, prioritize work effectively, and see a work project through to completion. A willingness to acquire new skills and utilize technology to streamline processes and problem solve is essential. Technology Skills Requirements High level of proficiency with databases, spreadsheet, email, and word processing software required, Microsoft Office and Windows preferred. Experience with internet search engines. Special Requirements Must be able to wear protective clothing including protective coveralls, respiratory protection (APR/SCBA). Must be able to work internally in the physical plant and externally on the facility’s grounds or at satellite facilities. May be required to work evenings and weekends. The Safety Manager position requires extended working hours and varied shifts with the possibility of weekend and holiday work, as required by schedules, workload and plant conditions. Physical Requirements Summary: This position may require you to wear personal protective equipment and clothing where appropriate because of their work around potential hazards such as loud noise, airborne particles, vibration and hazardous materials. This protective equipment includes, but is not limited to, safety eyewear, footwear, hard hat, gloves, hearing protection, and specialized clothing where applicable. Must be able to work in extremes of hot and cold temperatures and inclement weather conditions. Must be able to tolerate dust and other airborne particles and other materials such as diesel and lube oils. Under certain conditions while working in the plant, may be required to wear a respirator – respirators are required in specified areas, therefore the employee will be issued with and trained in the proper use of this equipment. At no time is facial hair permitted. May require repetitive tooping, bending, climbing, reaching, and carrying; intermittent lifting, and moving up to 20 lbs. Must be able to work from ladders, scaffolds, high-lifts, and in confined spaces.EMERGENCY STATUS DESIGNATION
