Legislative Analyst

Job Description and Duties

The Legislative Analyst I serves as a key analytical and program support source within the Governmental Relations Division. Under the direction of the Assistant Vice Chancellor, the position supports the development and advancement of the Chancellor's Office legislative, budget, and policy priorities through research, analysis, project coordination, and executive support activities. The incumbent conducts legislative and policy research, tracks and analyzes legislation and budget proposals, develops reports and briefing materials, coordinates division projects and stakeholder requests, and assists with Board of Governors, legislative, and executive communications activities. The position helps ensure timely, accurate, and data-informed support to executive leadership while improving operational effectiveness and responsiveness within the division. The incumbent will have a hybrid work setting that includes a minimum of three days at the HQ office in Sacramento during the legislative session.

The amount of telework is at the discretion of the Department and based on the Chancellor’s Office’s evolving telework policy. The Chancellor’s Office supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to the headquarters office in Sacramento if an urgent need arises.

Working Conditions

Hybrid work setting provided, minimum of three days in person at the HQ office in Sacramento during the legislative session.

Ability to make frequent public presentations, both in person and virtually.

Ability to use standard computer and/or office machines for an extended period of time. 

Communicate in a clear and concise manner.

Work in a climate-controlled, open office environment under artificial lighting.

Exposure to computer screens and other basic office equipment.

Public speaking and/or presentations are required.

Ability to effectively telework within the state of CA.

Special Requirements

A Statement of Qualifications (SOQ) provides detailed information about your experiences and allows the hiring manger to better assess your qualifications for this position. The SOQ demonstrates your ability to present information clearly and concisely in writing. This shall address the three questions below and a maximum of two (2) pages, Arial font/size 12.

1. Describe your professional experience conducting research and analysis of complex issues and preparing written reports, recommendations, briefing materials, or presentations. Include specific examples and your role in the process.
2. Describe your experience communicating and collaborating with diverse stakeholders, including executives, government agencies, educational institutions, community organizations, or other external partners.
3. Explain why your education, experience, and skills make you an ideal candidate for the Legislative Analyst I (Analyst I) position within the Governmental Relations Division.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Experience gathering information and analyzing complex issues to develop reports and briefing materials.
2. Experience preparing professional written products, such as reports, executive summaries, correspondence, presentations, policy analyses, or briefing documents.
3. Knowledge of legislative, governmental, public policy, budget, or regulatory processes, preferably within California state government, higher education, or public sector environments.
4. Experience coordinating projects or managing multiple assignments simultaneously, including tracking deadlines, deliverables, and stakeholder input.
5. Strong analytical and critical thinking skills demonstrated through interpreting data, evaluating alternatives, taking independent action when necessary, and making recommendations.
6. Experience working collaboratively with multiple stakeholders, including executives, subject matter experts, external organizations, or government entities.
7. Advanced proficiency with Microsoft Office applications, particularly Excel, PowerPoint, Word, Outlook, and other tools used for organizational operations, writing, and presentations.
8. Excellent communication and presentation skills, including the ability to explain complex information clearly and concisely to diverse audiences.
