Job Description and Duties
The Legislative Analyst I serves as a key analytical and program support source within the Governmental Relations Division. Under the direction of the Assistant Vice Chancellor, the position supports the development and advancement of the Chancellor's Office legislative, budget, and policy priorities through research, analysis, project coordination, and executive support activities. The incumbent conducts legislative and policy research, tracks and analyzes legislation and budget proposals, develops reports and briefing materials, coordinates division projects and stakeholder requests, and assists with Board of Governors, legislative, and executive communications activities. The position helps ensure timely, accurate, and data-informed support to executive leadership while improving operational effectiveness and responsiveness within the division. The incumbent will have a hybrid work setting that includes a minimum of three days at the HQ office in Sacramento during the legislative session.

The Chancellor’s Office supports telework, recognizing that in-person attendance may be required based on operational needs. Working Conditions
Hybrid work setting provided, minimum of three days in person at the HQ office in Sacramento during the legislative session.
Ability to make frequent public presentations, both in person and virtually. Ability to use standard computer and/or office machines for an extended period of time. Communicate in a clear and concise manner.Work in a climate-controlled, open office environment under artificial lighting.
Exposure to computer screens and other basic office equipment.
Public speaking and/or presentations are required.
Ability to effectively telework within the state of CA.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience gathering information and analyzing complex issues to develop reports and briefing materials.
- Experience preparing professional written products, such as reports, executive summaries, correspondence, presentations, policy analyses, or briefing documents.
- Knowledge of legislative, governmental, public policy, budget, or regulatory processes, preferably within California state government, higher education, or public sector environments.
- Experience coordinating projects or managing multiple assignments simultaneously, including tracking deadlines, deliverables, and stakeholder input.
- Strong analytical and critical thinking skills demonstrated through interpreting data, evaluating alternatives, taking independent action when necessary, and making recommendations.
- Experience working collaboratively with multiple stakeholders, including executives, subject matter experts, external organizations, or government entities.
- Advanced proficiency with Microsoft Office applications, particularly Excel, PowerPoint, Word, Outlook, and other tools used for organizational operations, writing, and presentations.
- Excellent communication and presentation skills, including the ability to explain complex information clearly and concisely to diverse audiences.
