As an Analyst II you will have the opportunity to:

• Act as a lead in a Transactions Unit and train new PSs on the fundamentals of personnel including the various reference manuals (Personnel Administrative Manual, Payroll Procedures Manual, etc.); and instruct how to input information into the various systems (State Controller’s Office [SCO – payroll, personnel, and Leave accounting], California Public Employees’ Retirement System [CalPERS], etc.).
• Review PSs’ daily work to ensure compliance with laws, rules, regulations, bargaining unit agreements, control agency directives, policies, and procedures. Identify any necessary corrections and review with staff as needed.
• Provide clarification on control agency directives to PSs. Make recommendations to management of necessary changes to department procedures to implement mandated changes. Ensure PSs are aware of and understand changes and the impact on procedures
• Independently develop and customize on the job training plans, job aides, tools, and checklist    commensurate with new employee’s experience and background and ensure consistency throughout the Unit. Provide input to Supervisor I regarding staff job performance and prepare training need assessments, as necessary. Recommend where needed if an employee would benefit from a work improvement plan related to work procedures and/or processes.

Working Conditions

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. For more details, please click here

Special Requirements

A Statement of Qualifications (SOQ) is required for the hiring manager’s review. Applications submitted without an SOQ may be disqualified.

The SOQ should be no more than 2 page(s) in length, Arial 12-point font size, must answer questions in the same order as they appear.

Your SOQ should address the following:

1. Describe your education, training, knowledge, skills, and experience as it relates to this position. Include examples of handling sensitive and complex personnel and payroll functions; interpreting and applying laws, rules, bargaining unit contracts, policies, and procedures; providing customer service to employees and management; training, mentoring, or guiding new staff.
2. Describe a time when you had to respond to a personnel or payroll issue that was escalated to management. What was the issue? What steps did you take? What was the outcome? Please be detailed in your response.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge and experience in the California state payroll processes, including employee pay auditing, pay verifications, correction of pay-related discrepancies, and the State Controller’s Office’s (SCO) personnel/payroll computer system including PIMS, HIST, PIP, CLAS, ACAS functions.
• Knowledge and experience with processing complex personnel and payroll transactions.
• Ability to interpret and accurately apply California Department of Human Resources (CalHR), SCO, California Public Employees’ Retirement System, and other control agency laws, rules, regulations, policies, procedures, resource manuals, and bargaining unit contracts related to personnel transactions, payroll, benefits, and leave accounting.
• Experience researching and resolving escalated personnel transactions, payroll, benefits, and leave accounting issues, including complex audits or employee claim corrections.
• Experience coordinating accounts receivable and salary advance audits, including identifying payroll overpayments and supporting recovery or adjustment.
• Experience serving in a lead capacity, and developing or delivering training materials, job aids, desk procedures, and process documentation related to personnel transactions, payroll, benefits administration, and leave accounting.
• Strong written and verbal communication skills for preparing payroll-related correspondence, audit responses, policy updates, and employee notifications.
• Ability to handle challenging interpersonal situations with tact, diplomacy, and professionalism.
