Eligibility Worker (Public Benefits Specialist)

Duties The Oregon Department of Human Services (ODHS) Oregon Eligibility Partnership (OEP) Lakeview team is seeking an Eligibility Worker to interview applicants and determine eligibility for programs such as Supplemental Nutrition Assistance Program (SNAP), Long Term Care (LTC) services, Temporary Assistance to Needy Families (TANF), Employment Related Day Care (ERDC), and Medicaid. The role includes performing eligibility determinations, redeterminations, and periodic reviews; assisting customers in person and by phone; communicating eligibility decisions; providing person‑centered, trauma‑informed service; ensuring accurate and timely record keeping; fostering an inclusive work environment; and participating in professional development opportunities. Minimum Qualifications A valid driver’s license and acceptable driving record. One year of experience at the Human Services Specialist 1 level for the State of Oregon. OR two years of experience working with the public, providing assistance, and interpreting policies, rules, or guidelines. OR an associate degree in Behavioral Science, Social Science, or a closely related field AND six months of public experience as above. OR an equivalent combination of education, training, and experience. Essential Attributes Experience communicating technical information (rules or procedures) verbally and in writing to diverse audiences. Experience handling detailed data entry and document review. Experience managing confidential or sensitive situations with professionalism and integrity. Experience delivering trauma‑informed customer service to historically marginalized, underserved, or disadvantaged community members. Working Conditions The position requires an 8:00 a.m. – 5:00 p.m., Monday–Friday schedule, primarily conducted in‑office and in‑person at the Lakeview office. Some travel to community events may be required. The job may involve prolonged periods of sitting at a terminal or telephone and interacting with individuals who have experienced trauma or financial distress. Consistent attendance and adaptability to a changing environment with regular policy and program adjustments are essential. Background Checks and Requirements Selected candidates will undergo a criminal history and background check. An adverse finding may result in disqualification.
