Job Description

AECOM is actively seeking an experienced Right of Way Specialist II to support transportation infrastructure projects throughout North Carolina and the Southeast. This position may be based in Raleigh, NC and will support a variety of highway, bridge, transit, and multimodal transportation projects for state DOTs, municipalities, and other public-sector clients.

The successful candidate will focus primarily on the implementation and execution of right-of-way acquisition and relocation activities while working closely with project managers, senior right-of-way staff, engineers, property owners, and public agencies.

This role can be worked on a hybrid basis from our Raleigh office.

Key Responsibilities include, but are not limited to:

• Perform right-of-way acquisition activities for transportation and infrastructure projects.
• Conduct property owner outreach, negotiations, and coordination activities.
• Support residential and commercial relocation assistance activities in accordance with applicable federal and state requirements.
• Prepare acquisition packages, replacement housing documentation, relocation files, and related project deliverables.
• Coordinate with project teams, property owners, attorneys, appraisers, review appraisers, surveyors, and title companies.
• Assist in the resolution of acquisition and relocation issues.
• Maintain project records and documentation in accordance with client requirements.
• Support right-of-way certification activities and project reporting requirements.
• Interpret and apply federal, state, and local right-of-way policies and procedures.
• Assist with public meetings, stakeholder coordination, and client communications.
• Track project schedules and acquisition milestones.
• Maintain compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act).
• Support project managers and senior right-of-way staff in delivering successful projects.

Qualifications

Minimum Requirements

• BA/BS and two years of relevant experience or demonstrated equivalency of experience and/or education.
• 2 years of right-of-way experience.
• NC Real Estate License
• Valid US Driver’s License required to visit project sites, clients, and other AECOM offices. As a condition of employment, selected candidate must pass a Motor Vehicle Records review

Preferred Qualifications

• Experience performing both acquisition and relocation services on transportation or public infrastructure projects.
• Knowledge of federal and state right-of-way requirements, including Uniform Act compliance.
• Experience conducting property owner negotiations and preparing acquisition documentation.
• 4+ years of right-of-way experience.
• Experience supporting NCDOT, SCDOT, TDOT, ALDOT, or other DOT clients.
• IRWA coursework or certifications.
• Experience with residential and commercial relocations.
• Knowledge of appraisal review, title research, and property management processes.
• Strong communication and stakeholder engagement skills.
• Ability to manage multiple assignments and work collaboratively within multidisciplinary project teams.

• Hybrid work schedule available based on business needs.
• Relocation assistance is not available for this position.
• Travel throughout North Carolina and neighboring states may be required.
• Valid US Driver’s License required to visit project sites, clients, and other AECOM offices. As a condition of employment, selected candidate must pass a Motor Vehicle Records review
