Job Description and Duties

This position offers complex and diverse workloads with the opportunity to help drive process improvements through regulatory changes and information technology. The Withholding Services and Compliance Section (WSCS) administers California's Nonresident and Real Estate Withholding programs. WSCS provides service to Personal Income and Business Entity Taxpayers, Withholding Agents, and Tax Professionals. Through multiple workloads and processes validate withholding forms and ensure withholding credits are available to taxpayers when they file their income tax returns. Perform compliance activities by billing withholding agents for unmet withholding obligations and conducting in-person and virtual outreach activities to key stakeholder groups.

Under the general direction of the Section Manager, Withholding Service & Compliance Section, the incumbent is responsible for all compliance activities for Franchise Tax Board's (FTB) nonwage withholding program. Through Administrator I’s and Program Specialist II lead, the incumbent plans and directs the day-to-day activities of the Public Service Team which is comprised of Tax Technicians and Compliance Representatives, as well as the System Analysis and Support and the Education and Outreach Teams which are comprised of Analysts. The incumbent also participates in the management of the departmental Withholding Program, the WSCS budget and business plan development and administration.

Working Conditions

• This position requires 4 or more days in the office per week. It is designated office-centered and may be eligible for some remote work based on departmental guidelines and operational need.
