Research Compliance and Awareness Manager

Job Description and Duties

Under the general direction of the Information Technology Manager II (ITM II) in the Cybersecurity, Network and Environmental (CNE) Division, the Information Technology Manager I (ITM I) of the Research, Compliance & Awareness (RCA) section oversees and provides leadership, supervision, guidance, mentoring, and support for all operations and activities related to the delivery of the Office of Legislative Counsel (OLC) Information Security and Privacy Training Awareness Program.

The RCA section provides leadership and support for information security awareness, compliance related research, policy and procedure development, incident response coordination, customer outreach, reporting, and project management. The section develops, implements, and supports security awareness, compliance, and training initiatives through planning, analysis, design, testing, implementation, reporting, and continuous improvement.

The ITM I manages a team of IT professionals at the IT Specialist levels and communicates and collaborates directly with cross-divisional technical teams at the Legislative Data Center (LDC) in the delivery of core IT services and solutions. The ITM I is responsible for budgets, contracts, personnel and recruitment, training, development, and retention of technical staff, and participates as a member of the LDC management team by making recommendations and developing and implementing policies.

The ITM I works closely with technical leads and subject matter experts to build development and training roadmaps that provide continuous learning opportunities to current and future LDC staff. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• 6+ years of experience managing/supervising and/or leading technical teams responsible for providing IT services.
• 5+ years of experience in customer relationship management, IT consulting, stakeholder engagement, and collaboration with internal and external teams to develop strategies that enhance services and meet customers’ business and information technology needs.
• Ability to develop, analyze, and report metrics related to security awareness, compliance activities, training completion, incident coordination, service requests, and customer engagement.
• Ability to create cross-training opportunities, mentor staff, promote continuous learning, and build a high-performance service culture focused on staff development and retention.
• Ability to use sound judgment, creativity, research, analysis, and practical problem solving skills to address challenges and recommend effective solutions.
• Experience building strong relationships with high profile customers and communicating effectively and professionally with customers, executive leadership, and internal technical teams.
• Experience building and retaining a team of high-performing IT professionals to support the delivery of IT services.
• Experience managing projects, vendors, training initiatives, awareness campaigns, customer outreach efforts, and technical support services.
• Knowledge of the legislative business cycle and legislative calendar in order to avoid service interruptions impacting customers.
• Demonstrated experience in team leadership to contribute to the success of high performing teams while creating a service culture among staff to service both internal and external customers.
• Excellent oral and written communication skills, including the ability to develop clear training materials, awareness communications, reports, recommendations, and executive level briefings.
