Residential Network Director

Position Overview: The Network Director provides leadership and operational oversight for a large, multi-site residential network supporting people with intellectual and developmental disabilities who may have a range of other complex support needs. Reporting to the Chief Program Officer, this position is accountable for quality, person-centered service delivery, regulatory compliance, workforce performance, fiscal stewardship, and effective program leadership. The Network Director maintains a visible presence across residential locations and works collaboratively with organizational leaders to address operational needs and advance Trinity Services' priorities, mission, vision, and values. Schedule: Primarily Monday through Friday, 8:30 a.m.–5:00 p.m., with one later weekday evening each week to maintain visibility and engagement across residential services. This is an on-site leadership position requiring regular in-person presence. Work hours may vary based on organizational and departmental needs, responsibilities, events, and emerging operational needs. Compensation: $90,000–$110,000 annually, with starting salary determined based on relevant qualifications, including leadership experience in a role of comparable size and scope. This position is also eligible for two performance-based bonus opportunities each year, based on established performance metrics. Reports To: Chief Program Officer ESSENTIAL FUNCTIONS: Provides leadership and operational oversight for a large, multi-site residential network, ensuring consistent, effective, and person-centered service delivery across residential locations. Ensures high-quality residential supports that promote dignity, choice, independence, community inclusion, individual rights, and meaningful quality-of-life outcomes for people supported. Maintains regular on-site presence across residential locations to evaluate service delivery, staff engagement, environmental conditions, leadership effectiveness, and the experiences of people supported. This includes at least one weekday evening each week, with additional presence based on network needs. Provides direct supervision, coaching, development, and performance management to assigned leaders, including the Associate Director, and ensures network leadership effectively carries out assigned responsibilities and maintains appropriate oversight of their areas. Establishes clear expectations for network leadership and holds leaders accountable for program quality, workforce performance, regulatory compliance, communication, follow-through, and effective day-to-day operations. Provides leadership in maintaining a stable, effective, and appropriately trained residential workforce, including oversight of staffing patterns, vacancies, scheduling practices, overtime, employee performance, and retention. Ensures residential services operate in accordance with applicable federal and state requirements, Illinois DHS/DD and CILA regulations, accreditation and funding requirements, Trinity Services' policies and procedures, and established standards of practice. Ensures network readiness for surveys, monitoring visits, audits, and other external reviews, including timely follow-through on identified concerns and corrective actions. Ensures required service documentation, Personal Plans, Implementation Strategies, Behavior Support Plans, health and safety supports, and other person-centered service requirements are complete, current, and effectively implemented. Promotes the use of Personal Outcome Measures, Flourish, and other person-centered practices to understand what matters to people supported and identify opportunities for individual, program, and organizational improvement. Monitors operational, quality, workforce, financial, and regulatory information to identify trends, emerging risks, and areas requiring intervention, and to guide decision-making and network performance. Oversees the network budget, staffing resources, overtime, expenditures, and other operational resources to ensure responsible fiscal stewardship and alignment with service needs. Ensures residential environments are safe, clean, well-maintained, and reflective of the needs and preferences of the people who live there, and that identified maintenance, environmental, or safety concerns are addressed. Supports timely and appropriate residential admissions, transitions, and discharges and works collaboratively with Intake and the Chief Program Officer to effectively manage residential capacity and utilization. Develops and maintains effective relationships and communication with people supported, families and guardians, employees, referral and funding entities, community partners, and regulatory agencies. Provides leadership and direction in response to significant incidents, staffing concerns, health and safety matters, employee issues, and other emerging operational needs, ensuring appropriate action, communication, follow-through, and escalation. Collaborates with the Chief Program Officer, other Network Directors, and organizational departments to address network needs and advance organizational priorities. Leads implementation of organizational and departmental priorities and change initiatives within the network while maintaining service continuity, staff engagement, and effective communication. Actively contributes to organizational leadership activities, committees, initiatives, fundraising efforts, community events, and other agency activities and participates in the organization's leadership on-call rotation. Performs other duties as assigned. SKILLS AND ABILITIES: Demonstrated leadership, supervision, coaching, performance management, and talent development skills. Strong knowledge of residential services for people with intellectual and developmental disabilities and the operational demands of multi-site residential programs. Working knowledge of Illinois DHS/DD, CILA, Medicaid-funded services, accreditation standards, and other applicable regulatory requirements. Ability to establish clear expectations, delegate effectively, monitor performance, and hold leaders accountable for their assigned areas. Ability to exercise sound judgment and make timely, well-reasoned decisions in complex operational situations. Strong analytical, critical-thinking, organizational, and problem-solving abilities, including the ability to use operational and program information to identify trends, risks, and areas requiring intervention. Knowledge of budgeting, staffing management, financial oversight, and responsible resource utilization. Excellent interpersonal, written, and verbal communication skills and the ability to build effective working relationships with people supported, families and guardians, employees, organizational leaders, regulatory entities, and community partners. Ability to manage competing priorities and lead effectively within a complex, multi-site residential environment. Maintains appropriate confidentiality regarding people supported, personnel matters, regulatory activities, and organizational information. PHYSICAL DEMANDS: This position requires regular travel and in-person presence across residential locations and other program, office, and community settings. The Network Director must be able to safely navigate residential environments and may occasionally provide direct assistance during emergencies, staffing shortages, training, or when necessary to support the health and safety of people supported. Physical requirements of this position include the ability to: Remain stationary for extended periods while working at a computer or attending meetings. Operate a motor vehicle and travel regularly between residential and other program locations. Move throughout residential environments, including navigating stairs, entrances, uneven surfaces, confined areas, and other features commonly encountered in individual homes. Lift up to 40 pounds from floor to waist without assistance. Push or pull up to 75 pounds. Push occupied wheelchairs weighing up to 200 pounds. Squat, kneel, bend, reach, and maneuver as necessary to safely assist people. Respond to emergencies and assist with emergency evacuations when necessary QUALIFICATIONS: Master's degree in Human Services, Social Work, Psychology, Business Administration, Public Administration, Healthcare Administration, or a related field. Minimum of five (5) years of progressively responsible leadership experience in services for people with intellectual and/or developmental disabilities. Demonstrated leadership experience overseeing complex, multi-site residential services of substantial scope, including responsibility for multiple residential locations, layers of program leadership, workforce operations, and service quality. Demonstrated experience with budgetary oversight, regulatory compliance, workforce management, and interdisciplinary operations. Knowledge of Illinois DHS/DD, CILA, Medicaid-funded services, accreditation standards, and applicable regulatory requirements preferred. Demonstrated ability to develop leaders, manage complex operations, implement organizational initiatives, and achieve quality and operational outcomes.
