Facility Operations Manager

We are seeking a strategic, innovative, and forward-thinking leader to guide the City's Facility Operations Section. As the Facility Operations Section Manager, you will shape the vision for facility operations and support across more than 13 diverse facilities—over 700,000 square feet of critical City infrastructure—ensuring safe, reliable, and efficient performance. You will lead a talented team of 11 maintenance professionals, advance data-driven decision-making, champion continuous improvement, and oversee all aspects of building maintenance; preventative and reactive maintenance, tenant request support, lifecycle replacements, emergency preparedness, building security support, asset management, budgeting, contracting, and regulatory compliance.

In this highly collaborative role, you'll work closely with our teams in the Finance & Asset Management Department, in addition to our City department partners, to align operations with City priorities and elevate the experience of staff and facility users. You will also drive strategic initiatives, optimize resources, strengthen workflows and systems (including Maximo and SharePoint), and foster an inclusive, high-performance culture built on teamwork, service excellence, and innovation.

Essential Duties and Responsibilities

Leadership & Strategy

• Establish vision and strategic direction of the section.
• Establish and maintain an inclusive working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
• Recruit, supervise, and evaluate staff; provide leadership and guidance in the development of their skills, project work, contracting, and service delivery.
• Represent the section in labor negotiations with Teamsters Local 763 for one Structured Maintenance Specialist II position within the team.
• Manage section resources including facility operations staff, consultants, and contractors.
• Champion data-driven decision-making through the development of reporting tools and performance metrics.
• Ensure compliance with safety, environmental, and operational regulations.
• Collaborate with internal departments to align services with organizational goals.
• Serve as an active member of the department's management team.
• Works with the Municipal Capital Delivery Manager and the Facility Planning & Delivery Manager to ensure effective alignment and coordination of planning, project construction, and maintenance activities.
• Works with the Client Services Manager to ensure effective coordination and support of tenant programs at various sites: meeting and event setups/takedowns, event support, site security, and site parking programs.
• Leads and participates in vision, development and use of SharePoint as a records storage system for the section.
• Leads and participates in the vision, development and use of the City's enterprise asset management/maintenance management system for the section. (Maximo Application Suite)
• Lead cross-functional teams on strategic initiatives and emerging issues.
• Deliver presentations to internal and external stakeholders.

Fiscal Oversight

• Develops and manages the section's operational budget and major maintenance plan.
• Optimize resource allocation, ensuring efficient use of personnel, materials, and equipment.
• Establishes performance standards, measures performance, and monitors and forecasts workload and expenses.
• Prepare reports, business cases, and proposals to support strategic decisions.
• Oversee payroll accuracy, scheduling, and compliance with labor agreements.

Facility Management

• Direct the maintenance and lifecycle management of building equipment and systems at ±13 facilities, encompassing over 700,000 square feet of building space, to ensure efficient, safe, and effective building operations.
• Ensure accurate data collection and compliance with maintenance standards.
• Implement and monitor key performance indicators and service level agreements.
• Oversee the section's emergency preparedness, response, and building security systems.
• Establish preventive and corrective maintenance priorities, ensure effective implementation, and evaluate outcomes.
• Must operate City vehicles to drive to various facility sites across the city as needed.

Supervision Received and Exercised

• Works under the general supervision of the department Assistant Director or Director.
• Supervises technical and maintenance staff either directly or through a superintendent.

Education and Experience Requirements

• Bachelor's degree in Business Administration, Public Administration, Project/Construction Management, Civil Engineering, or related field.
• Minimum 5 years of progressive experience in facility management.
• Minimum 5 years of supervisory and team leadership experience.
• Ability to pass a criminal background check and maintain security clearance.
• Must possess, or be able to obtain, a valid Washington State Driver's license by date of hire.
• An equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.

Knowledge, Skills, and Abilities Requirements

• Experience in developing and monitoring operating and capital budgets, and developing rates, preferably for a large public entity.
• Knowledge of facility management principles and proper and safe building maintenance techniques.
• Advanced level skill in using a personal computer, maintenance management applications, and data management software in performing duties. (Maximo experience preferred)
• Ability to motivate a team to work together toward common goals and to achieve cooperation within the team.
• Ability to effectively collaborate and resolve conflicts within and across organizational boundaries.
• Knowledge of principles and practices of effective employee management.
• Ability to provide leadership, counsel, motivation, and constructive performance feedback to staff engaged in a wide variety of projects, programs, and systems.
• Direct experience in developing and monitoring operating and capital budgets.
• Ability to deal effectively with highly visible and/or politically sensitive projects and information.
• Ability to communicate effectively with customers, co-workers, contractors, executives, elected officials, and the general public, both orally and in writing.
• Experience in leading process improvements. LEAN experience preferred.

Flexible/Hybrid Working:

A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
