DoW HQ Operations Consultant

Technical Assent supports a Department of War Directorate whose senior leadership receives a high volume of taskings through the DoW Correspondence and Task Management System (CATMS) and the Enterprise Task Management Software Solution 2.0 (ETMS2). The client is shifting from a decentralized model — where individual team members maintained their own accounts and triaged taskings independently — to a centralized workflow function that ensures consistent intake, assignment, tracking, and on‑time delivery of senior‑leadership actions across multiple directorates. The Workflow Manager owns this centralized process end‑to‑end, serving as the single point of coordination between the Directorate's senior government leaders and the contractor team supporting them. Role Description The Workflow Manager serves as the central point of intake and distribution for all taskings received through CATMS and ETMS2 for the OSW client. Working closely with directorate leads and the broader contractor team, the Workflow Manager ensures every action is logged, assigned, tracked, and delivered on time and at quality. Specific responsibilities include: Operate as the primary CATMS and ETMS2 user of record for the Directorate, monitoring queues and routing incoming taskings to the appropriate directorate or action officer. Coordinate assignment decisions with directorate leads based on subject matter, current workload, and deadline; track status from intake through final response. Communicate clearly and professionally with senior government stakeholders and contractor team members, adjusting tone and content to the audience. Apply a working understanding of decision authority in a government‑contractor environment — recognizing where the role is to coordinate, recommend, and execute rather than to decide. Analyze tasking patterns, volume, and recurring issues; provide data‑driven recommendations to improve cycle time, quality, and predictability. Anticipate risks to deadlines and quality, elevate at‑risk items proactively, and propose mitigations. Develop and maintain reusable process assets such as SOPs, templates, intake checklists, status reports that institutionalize the centralized workflow model and reduce dependence on tacit knowledge. Build trust and rapport with the client by treating each tasking in the broader strategic context of the Directorate's mission and the senior leader's priorities. Work at client site (Alexandria, VA) approximately 3 days per week. Independently manage time to complete assigned tasks, lead others in completing simple tasks, and contribute to team effort. Broaden general knowledge, skills, and abilities within Technical Assent Capability Areas. Participate in and apply Technical Assent's consulting approaches and methods. Share knowledge with internal and external peers through writing and speaking 3–5 times per year. Support business development by playing an active role in researching customer needs, the competitive environment, and actively supporting proposal efforts. Recognize opportunities and help define customer solutions. Maintain professional demeanor that is always consistent with Technical Assent core values. Required Qualifications 2+ years of relevant experience. Active DoW Secret or Top Secret security clearance. Demonstrated hands‑on experience with CATMS, ETMS2, or both. Demonstrated ability to communicate clearly and professionally — in writing and verbally — with senior government leaders and contractor teammates. Process‑oriented working style with a track record of following defined workflows and improving them where appropriate. Working understanding of decision authority and roles within a government‑contractor environment. Preferred Qualifications Prior experience as a DoW action officer or in a role managing official tasks or correspondence for a DoW senior leader office. Experience drafting, reviewing, or coordinating executive correspondence or staff packages for senior DoW or military leadership. Experience in process design, SOP authorship, or workflow standardization.
