Brief Job Description The HHSC Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the Staff Services Officer III (SSO) position. This Austin-based position supports leadership and operational functions within Managed Care Contracts and Oversight (MCCO) and contributes to MCS’ mission to deliver quality, cost-effective services to Texans. The SSO provides high-level administrative and operational support to the Associate Commissioner (AC), including coordination of assignments, correspondence, calendars, stakeholder communications, human resources, hiring support, purchasing, travel, records, IT requests, inventory, and other business operations. The position monitors sensitive inquiries and assignments, helps ensure timely and accurate responses, and works with internal and external customers, community groups, managed care organizations, legislative staff, and other stakeholders. The SSO works under the supervision of the AC with latitude for initiative and independent judgment. Performs other duties as assigned. Essential Job Functions (40%) Coordinates assignments, inquiries, and correspondence for the AC. Responds to and facilitates responses to inquiries using applicable rules, regulations, policies, and procedures. Tracks, reviews, routes, and monitors responses to ensure completeness and timely completion. Identifies urgent issues and refers complex matters to appropriate staff for resolution. Coordinates, formats, and provides final review of correspondence and assignment responses. Retrieves and distributes mail, answers incoming calls, and documents or routes information as appropriate. (35%) Performs administrative, planning, and operational support functions. Manages calendars, schedules meetings, reserves space, prepares agendas, and supports meeting logistics for the AC. Attends meetings, prepares minutes, and monitors communications for accuracy, consistency, and timeliness. Coordinates communications with managed care organizations, advocates, stakeholders, and internal/external partners. Compiles, organizes, reviews, and summarizes information for management. Supports CAPPS HR functions, including time and leave monitoring, position audits, postings, and hiring process coordination. Serves as a Recruitment Partner in Career Center and supports hiring supervisors by coordinating applicant materials, interview schedules, panel logistics, written exercises, reference checks, and related hiring documentation. Coordinates communications with applicants, hiring panels, human resources staff, and leadership to support timely completion of hiring activities. Develops, reviews, and implements administrative procedures related to records retention, purchasing, travel, ergonomic assessments, and related operations. Processes travel, purchase orders, requisitions, vendor payments, Extended Sick Leave, Sick Leave Pool requests, and related administrative documents. Maintains records retention schedules and assists with internal filing systems and policy/procedure reviews. Coordinates access and support for shared drives, shared mailboxes, IT requests, training, and other business systems. Serves as backup reviewer for purchasing requests as assigned. (25%) Provides document, team lead, and legislative support. Prepares complex correspondence, reports, presentations, charts, spreadsheets, and graphs. Maintains electronic and paper files and retrieves information as requested. Serves as team lead for staff performing administrative management tasks. Assists with legislative session assignments and responses. Reviews documents for clarity, relevance, grammar, and accuracy. Knowledge, Skills, and Abilities Knowledge, Skills, and Abilities (KSAs): Office practices, administrative procedures, and records management practices. Basic project management and assignment tracking techniques. Human resources, purchasing, travel, training, records retention, and related administrative business processes. Rules, regulations, policies, and procedures related to administrative operations. Skill In Using Microsoft Outlook, Word, Excel, PowerPoint, SharePoint, and other office applications. Organizing, tracking, formatting, proofreading, and editing written and electronic documents. Preparing correspondence, reports, charts, spreadsheets, presentations, meeting minutes, and summaries. Managing calendars, meetings, deadlines, and multiple priorities. Communicating clearly and professionally orally and in writing. Providing courteous customer service to staff, stakeholders, and the public. Ability To Work independently within role expectations while exercising initiative and sound judgment. Interpret and apply rules, regulations, policies, and procedures. Implement administrative procedures and evaluate their effectiveness. Prioritize and complete multiple tasks within tight deadlines. Maintain confidential information. Set up and maintain filing and tracking systems. Process information and develop concise reports, charts, and documents. Coordinate with internal and external stakeholders and route issues appropriately. Qualifications and Other Information N/A – Registrations, Licensure Requirements Or Certifications Initial Screening Criteria: Graduation from high school or equivalent. Sixty semester hours of junior college or college coursework preferred. Experience with customer service; coordinating administrative assignments; meeting deadlines; experience with Microsoft Office software (Outlook, SharePoint, Word, Excel, PowerPoint); and applying advanced administrative practices and procedures. Additional Information: This position is posted from the low to high salary range for group B19 from the State Auditor's Office. Final offer may consider HR policy, budget, and applicant experience.
