Human Resources ManagerThe Human Resources Manager (HRM) partners with the Human Resources Director (HRD) to provide leadership, coordination, and operational oversight for key Human Resources functions that support organizational effectiveness and employee success. The HRM is responsible for employee relations, leave administration, recruitment and onboarding, HRIS administration, benefits and retirement coordination, compliance, workforce planning, organizational development, performance management, and HR operational projects.The HRM serves as a strategic resource to department directors and supervisors by providing guidance on personnel matters, workforce planning, organizational analysis, job classification, position description development, compensation benchmarking, process improvement, and HR best practices. The position develops standardized procedures, reporting tools, and operational workflows that improve efficiency, strengthen compliance, and support organizational growth.The Human Resources Manager directly supervises the Human Resources Assistant, collaborates closely with the Human Resources Director on departmental priorities, and serves as the acting supervisor for the Human Resources Generalist in the absence of the Human Resources Director.The ideal candidate is a highly organized, collaborative, and solutions-oriented human resources professional with strong analytical, communication, and leadership skills. They possess advanced proficiency with Microsoft Office Suite, HRIS platforms, SharePoint, Canva, and other business technologies, and have the ability to manage multiple priorities while supporting organizational effectiveness in a fast-paced, evolving Tribal Federally Qualified Health Center (FQHC) environment.Major duties and responsibilities include:Employee relations & HR operationsWorkforce planning, organizational development & performance managementLeave administration & complianceHRIS, systems administration & reportingRecruitment & talent acquisitionBenefits, retirement & disability programsLeadership & department supportOther dutiesKnowledge, skills, abilities include:Thorough knowledge of federal, state, Tribal, and employment laws, regulations, and HR best practicesKnowledge of compensation administration, job analysis, position classification, salary benchmarking, workforce planning, and organizational developmentStrong analytical and organizational skillsDemonstrated ability to lead HR projects, implement process improvements, and develop standardized proceduresAdvanced proficiency with HRIS systems, applicant tracking systems, SharePoint, Microsoft Office Suite, dashboards, reporting tools, and electronic records managementExcellent interpersonal, verbal, and written communication skillsAbility to manage multiple priorities, exercise sound judgment, maintain strict confidentiality, and make independent decisions in a fast-paced environmentQualifications, experience, education include:Minimum qualifications: Bachelor's degree in Human Resources Management, Business Administration, Public Administration, Organizational Leadership, or a related four-year degreeMinimum of ten (10) years of Human Resources management experienceMinimum of ten (10) years of direct experience administering and managing Family and Medical Leave (FMLA), Americans with Disabilities Act (ADA) accommodations, Workers' Compensation, return-to-work coordination, disability programs, and other protected leave or employment compliance programsMinimum of ten (10) years of direct experience interpreting and applying federal, state, Tribal, and organizational employment laws, personnel policies, Human Resources procedures, and regulatory compliance requirementsMinimum of five (5) years of direct experience administering Human Resource Information Systems (HRIS), applicant tracking systems, SharePoint, electronic personnel records, reporting systems, database management, dashboards, tracking systems, and electronic document managementMinimum of ten (10) years of direct experience conducting job analysis, developing and maintaining position descriptions, performing job classification reviews, salary benchmarking, compensation analysis, workforce planning, organizational analysis, and process improvement initiativesMinimum of ten (10) years of direct experience leading Human Resources projects, developing standardized procedures, implementing operational improvements, preparing executive reports and presentations, and supporting strategic organizational initiativesMinimum of five (5) years of direct supervisory experience managing Human Resources staff, assigning work, conducting annual performance evaluations, coaching and mentoring employees, administering corrective action, and supporting employee developmentObtain the Tribal Human Resources Professional (THRP) certification, or another Human Resources certification approved by the Human Resources Director, within twelve (12) months of hireAdvanced proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint, with demonstrated ability to develop reports, presentations, spreadsheets, forms, templates, dashboards, and business documentsPossess and maintain a valid Oregon Driver's License, (out of state applicants must receive ODL within 90 days of hire), have good driving record and be insurable by the Klamath Tribal Health & Family Services' vehicle insurance policySubmit to a background and character investigation, as per Tribal policySubmit to annual TB skin testing and adhere to KTHFS staff immunization policy in accordance with the Centers for Disease Control immunization recommendations for healthcare workersAccept the responsibility of a mandatory reporter in accordance with the Klamath Tribes Juvenile Ordinance Title 2, Chapter 15.64 and General Council Resolution #2005 003, all Tribal staff are considered mandatory reportersBe free from exclusion from providing Federal health care benefits including Medicare and Medicaid as per the Federal OIG and GSA exclusion lists
