The Quality Report Specialist reports to the Quality Reporting Unit Manager (or designee) and performs advanced (senior-level) consultative and technical work supporting the planning, development, coordination, and submission of Centers for Medicare & Medicaid Services (CMS) required reports. This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment, and is not supervisory but may assign, oversee, and prioritize the work of others. The Quality Report Specialist plays a critical role in supporting compliance with CMS requirements related to Section 1115 Demonstration Waivers including the Healthy Texas Women (HTW) program, Texas Healthcare Transformation and Quality Improvement Program (THTQIP) and STAR+PLUS Home and Community-based Services (HCBS) authorized under THTQIP authority. This position also supports future implementation efforts for federal reporting under the CMS Ensuring Access to Medicaid Services Final Rule (CMS-2442-F). Responsibilities include coordinating, developing, and completing high-quality, timely reports, interpreting federal guidance, and ensuring accuracy and completeness of reported data. The role requires cross-functional coordination, project management, trend identification and analysis, and the ability to manage multiple reporting priorities. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by supporting quality reporting activities. Essential Job Functions:

  • 40%)Reporting and Federal Compliance: Coordinates and leads the development, review, and submission of assigned federally required reports. Interprets CMS guidance, special terms and conditions, and related regulations to ensure accurate and compliant reporting. Ensure reports are complete and submitted in accordance with established federal timelines and requirements. Prepares implementation updates, performance narratives, metrics context descriptions, and responses to report inquiries. Identifies reporting risks, discrepancies, or compliance concerns and develops and recommends corrective actions. Maintains knowledge of evolving federal reporting requirements related to assigned reports to support ongoing compliance.
  • 25%)Data Analysis and Performance Monitoring: Analyzes quantitative and qualitative data from multiple sources to identify trends, variances, and performance indicators. Reviews data outputs for accuracy, completeness, and alignment with federal specifications. Validates data accuracy across reporting cycles. Develop reports, summaries, and dashboards. Supports performance monitoring and reporting efforts by translating data into actionable insights. Evaluates reporting methodologies and data integrity. Supports the development of new performance metrics.
  • 15%)Stakeholder Coordination and Collaboration: Coordinates with internal divisions and external partners to gather, validate, and finalize reporting inputs. Facilitate meetings, workgroups, and communications to ensure alignment of reporting requirements, timelines, and deliverables. Provides technical guidance and clarification regarding reporting expectations and federal requirements. Build and maintain effective working relationships to support cross-functional reporting efforts.
  • 10%)Process Improvement and Quality Assurance: Supports the development and implementation of standardized reporting processes, tools, and documentation. Reviews and validates reports to ensure quality, accuracy and compliance with federal standards. Identifies opportunities to improve reporting efficiency, consistency, and workflow coordination. Documents processes, procedures, and reporting requirements to support continuity and knowledge sharing. Apply quality improvement methodologies (e.g., Plan-Do-Check-Act, Lean) to enhance reporting processes and implement improvements to enhance reporting reliability.

Knowledge, Skills, Abilities: Knowledge of: Federal and Texas Medicaid laws, rules, and regulations. Project management theories, practices, and tools. Performance measure development, analysis, and evaluation. Statistical concepts, sampling methods, and models. Healthcare quality metrics, reporting methodologies, and data systems. Skill in: Using Microsoft Office 365 applications and data visualization tools to prepare reports and analysis data. Project management to ensure timely completion of required reports. Analyzing, interpreting, and evaluating federal and state legislation, rules, guidance, and program policy to prepare reports and recommendations. Synthesizing and effectively communicating complex information both verbally and in writing, to non-technical audiences ensuring completeness and accuracy. Ability to: Use Microsoft Office 365 applications and data visualization tools such as Outlook, Teams, Word, Excel, OneNote, SharePoint, PowerPoint. Analyze and interpret complex data and federal and Texas legislation, rules, laws, and regulations. Work cooperatively as a team member in a fast-paced, deadline-oriented environment. Lead or contribute to complex projects that require critical thinking and problem solving. Establish and maintain effective working relationships. Manage multiple, sometimes conflicting, tasks and projects, and meet strict deadlines. Work independently with minimal supervision and exercise of sound judgment in decision making. Translate federal reporting requirements into operational processes. Prepare high-quality written documents such as project updates, dashboards, reports, presentations, and communications to stakeholders. Registrations, Licensure Requirements, or Certifications: N/A Initial Screening Criteria: Bachelor’s degree from an accredited four-year college or university. At least three years’ full-time work experience with Medicaid, long-term services and supports programs, or health and human services programs required. Experience with health care quality measurement, federal or state reporting, compliance reporting, or performance monitoring required. Experience preparing reports for federal submission preferred. Additional Information: THTQIP is HHSC’s primary Section 1115 Demonstration Waiver, and it provides the federal authority for operations of most of HHSC’s managed care programs, including STAR, STAR+PLUS, STAR Kids, and the Children’s Dental Program. THTQIP is administered in accordance with federally approved THTQIP special terms and conditions (STCs) and Medicaid managed care regulations. STAR+PLUS HCBS also operates under the authority of THTQIP and is subject to both federally approved THTQIP STCs and 1915(c)-like federal HCBS requirements. HTW is a women’s health and family planning Medicaid program authorized through a Section 1115 Demonstration Waiver, and it is currently administered in accordance with approved HTW STCs under a fee-for-service delivery system. Additionalinformation about the programs listed in this job posting is located in the 2024 edition of the Texas Medicaid Pink Book . The final salary offer is dependent on factors such as Human Resources policies and available budget. This position is eligible for a hybrid telework schedule, and staff are required to work in the Austin state office in accordance with division guidance. Telework availability is subject to agency policy and is not guaranteed.
