The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. DEP's Office of Fleet Services oversees the purchase, use, maintenance and management of DEP vehicles, special equipment and related services. Fleet Services also monitors compliance with NYC Fleet and Vision Zero mandates, fuel and E-Z Pass rules, parking and traffic regulations, and driver safety initiatives. The dynamic Fleet Services team provides complete life cycle management (design / build, distribution / maintenance, and relinquishment) of approximately 5,000 pieces of equipment throughout the five boroughs and NYC's unique watershed. DEP is seeking a dynamic, results driven professional to serve as Fleet Strategic & Systems Manager. The selected candidate will lead a team of supervisors responsible for the following:

• Fleet Oversight and Operations: Management of agency vehicles, ensuring they are available, safe, and reliable. This includes scheduling maintenance, coordinating repairs, and monitoring vehicle performance to minimize downtime and maximize efficiency.
• Maintenance and Preventive Programs: Development and Implementation of preventive maintenance schedules, authorize repairs, and track maintenance costs.
• Cost and Resource Management: Analysis of operational costs, fuel consumption, and implement strategies to reduce expenses. Management of vehicle acquisition, replacement cycles, and financing decisions to balance expenditure with operational needs.
• Project Planning and Coordination: Management of fleet expansion, technology integration, or process improvements. Planning, cost analyses, and coordination with internal teams, agency partners, and external vendors to meet deadlines and operational goals.
• Technology and Data Management: Application of fleet management applications and fleet system telematics. Monitoring of vehicle and fuel usage, maintenance needs, and driver behavior. Utilization of metrics to support informed decision-making and performance optimization.
• Customer and Stakeholder Coordination: Act as a central point of contact for internal customers, agency partners, vendors, and stakeholders, ensuring timely delivery and service quality.
• Reporting and KPIs: Monitor key performance indicators for fleet operations, maintenance, and staff performance is essential to meet organizational goals Compliance: Compiling, tracking, and recording metrics regarding safety and training compliance and incident reporting Ensuring adherence to all relevant rules, regulations, and safety standards.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or 3. An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or 4. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or 5. A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.

Preferred Skills

- Direct experience managing commercial or municipal fleets or similar distributed assets/equipment across a medium or large organization - Demonstrated success leveraging data to drive operational decision making - Knowledge of the city's fleet and procurement systems. - Excellent communication skills - Proficient in Microsoft Office Suite - Ability to multitask, prioritize, and work well under pressure - Relationships with partner agencies, such as the NYC Parks Department, DCAS, NYPD, Department of Sanitation as well as the Office of Management and Budget. - Valid New York State Driver's License

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
