The New York City Department of Sanitation (DSNY)'s primary mission is to keep New York City healthy, safe, and clean. This is accomplished by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and removing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, passenger vehicles, and other operational types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. The Executive Director of the Division of Support Services is responsible for the executive management and strategic oversight of the Offices of Administration, Procurement, and Fiscal Services. Reporting directly to the Assistant Commissioner of Support Services, the Executive Director ensures that all administrative, procurement, fiscal, and operational support functions are performed accurately, efficiently, and in compliance with all applicable New York City laws, oversight requirements, and agency policies. The Executive Director provides leadership in the development and implementation of strategic initiatives that enhance operational effectiveness, strengthen internal controls, and improve service delivery across the Division. The position oversees supervisory personnel, establishes clear expectations and accountability, and promotes continuous improvement through effective policy implementation, system development, and process optimization. Working collaboratively with the Office of Vehicle Acquisition and Warranty (VAW), Fleet Operations, Materials Management, and other Support Services units, the Executive Director ensures that operational priorities are supported through effective fiscal planning, procurement, and administrative services. Duties include but are not limited to:

• Provide executive leadership and strategic direction for the Offices of Administration, Procurement, and Fiscal Services.
• Oversee the Division's Personal Services (PS), Other Than Personal Services (OTPS), and Capital Budgets, ensuring responsible fiscal management and timely execution of expenditures.
• Direct all procurement activities, ensuring compliance with New York City Procurement Policy Board (PPB), Mayor's Office of Contract Services (MOCS), and other applicable procurement regulations.
• Supervise Accounts Payable operations, ensuring vendor invoices are processed accurately and within Comptroller requirements.
• Ensure fiscal resources and procurement support are effectively aligned with Fleet Operations, Vehicle Acquisition and Warranty (VAW), and other operational units.
• Manage the allocation of OTPS and Capital funding for vehicle acquisitions, maintenance, repairs, and related operational expenditures.
• Develop and implement policies, procedures, and internal controls that promote operational efficiency, accountability, and regulatory compliance.
• Lead and mentor supervisory staff while fostering a collaborative, high-performing work environment.
• Monitor organizational performance, identify operational improvements, and implement best practices across administrative, fiscal, and procurement functions.
• Build and maintain strong working relationships with executive leadership, internal business units, oversight agencies, vendors, and external stakeholders.
• Represent the Division in interagency meetings, strategic planning initiatives, and executive-level discussions.
