Employment Type: Full-Time, Non-Exempt (Service Contract Act position)

Schedule: Approximately 40 hours per week. Monday to Friday, day shift (must be reachable 6:00 AM to 2:30 PM). Plus 24/7 on-call for site emergencies (phone response within 1 hour; on-site within 2 hours when required).

Reports To: Regional Operations Manager

Compensation: $45.00/hour base wage plus $5.09/hour Health & Welfare benefit. Paid vacation and paid federal holidays per the federal wage determination.

Key Personnel Designation: This position is designated Key Personnel under the federal contract. Your resume is subject to government approval.

About the Opportunity

Our client is a federal facilities and services firm operating under a National Park Service (NPS) contract to run day-to-day operations and maintenance of the Dwight D. Eisenhower Memorial on the National Mall in Washington, DC. The Site Lead is the working leader of a small on-site team, the government's single point of contact, the quality-control inspector, and the senior technician who keeps the memorial's mechanical, electrical, plumbing, and lighting systems running.

Position Summary

Hands-on leadership role. Runs the annual preventive maintenance schedule, manages specialty subcontractors, and personally troubleshoots and repairs the memorial's systems. Coordinates directly with the NPS Contracting Officer's Representative (COR). Reports to the client's Regional Operations Manager. Position is contingent on government approval of your resume as Key Personnel and successful completion of a federal background investigation.

Essential Duties and Responsibilities

Contract management.

• Serve as full-authority point of contact with the NPS COR for daily operations; attend weekly government meetings.
• Build and run the annual preventive maintenance schedule; ensure every scheduled PM task is completed within its month.
• Inspect all work (self-performed and subcontracted) under the Quality Control Plan.
• Produce the monthly report: PM completion status, repair history, service call log, and system reports with before/during/after photos.
• Schedule and supervise specialty subcontractors (fire alarm, masonry conservation, arborist, equipment manufacturers); provide the government 24-hour written notice before any major equipment shutdown.
• Provide labor + materials quotes for repair task orders; respond to urgent calls within 1 hour and have work underway within 2 hours.

  Systems maintenance (hands-on).

• Underground Equipment Control Center: circulation and sump pumps, electrical distribution, air conditioning units, water heaters, and a large rainwater cistern.
• Three Watts pumping systems (irrigation, flushing, filtration) with Variable Frequency Drives (VFD), Programmable Logic Controllers (PLC), and Human-Machine Interface (HMI) control panels.
• Water treatment: self-cleaning strainers, bag filtration, UV disinfection, chlorination; annual backflow preventer testing (reported to DC Water).
• Memorial lighting system and its computer control system: daily performance monitoring, repairs, programming cycles.
• 480V sidewalk snow-melt heating system (startup Dec 1, shutdown Apr 1); seasonal winterization and spring startup of irrigation and fountains.
• HVAC preventive maintenance, monthly filter changes, pre-season critical maintenance, fire damper testing coordination.
• Troubleshoot and repair plumbing, electrical, and mechanical faults; restore restroom fixtures within 24 hours.

  Quality Control.

• Develop, implement, and maintain the contract Quality Control Program.
• Conduct routine inspections of all completed work.
• Verify compliance with contract performance standards.
• Identify deficiencies and ensure corrective actions are completed.
• Monitor contractor performance to prevent recurrence of defective services.
• Maintain quality control records and inspection documentation.
• Submit revised Quality Control Plan updates as required.

  Personnel management.

• Direct the activities of on-site staff and subcontractors.
• Assign daily work activities.
• Monitor employee performance for contract compliance.
• Verify personnel qualifications.
• Ensure employees maintain required credentials and training.
• Enforce safety procedures and quality standards.
• Ensure professional appearance and conduct of contract personnel.

  Emergency response and service calls.

• Coordinate emergency and urgent repair responses.
• Maintain availability during designated contract hours.
• Ensure emergency response requirements are met.
• Direct contractor personnel during urgent situations.
• Coordinate emergency subcontractors and specialty service providers.
• Oversee restoration of affected systems.
• Provide required incident documentation and reporting.

  Required Qualifications

• Minimum 5 years of direct experience in mechanical and electrical systems maintenance and repair, including electrical power supply systems, water pumps, water filtration systems, and water treatment systems.
• Experience must include projects or contracts each valued at $250,000 or more. A single project need not cover every discipline, but combined experience must cover all of them.
• Full authority-level decision making: able to inspect work, run QC, write reports, and communicate professionally with government representatives.
• Fluent English (contract requirement for Key Personnel).
• High School Diploma or GED.
• Ability to pass a federal criminal background investigation and obtain a government site ID (PIV card).
• Ability to live within emergency-response range of downtown DC (on-site within 2 hours) and carry the on-call phone 24/7/365.
• Valid driver's license.

  Preferred Qualifications

• Associate's or Bachelor's degree in Facilities Management, Construction Management, Engineering Technology, Public Administration, Landscape Management, Business Administration, or a related field.
• Journeyman or master trade license (electrician, plumber, or HVAC).
• Federal facility O&M contract experience (NPS, GSA, DoD, VA); familiarity with CORs, QC plans, and monthly deliverables.
• CMMS/work-order system experience; ability to read O&M manuals, drawings, and control schematics.
• Military facilities or public works leadership background (Seabee, Army Engineer, Air Force Civil Engineering, utilities NCO).
• Familiarity with VFD/PLC-controlled pump systems, UV water disinfection, or fountain/water-feature operations.

  Compensation & Benefits

• Base Wage: $45.00 per hour (Service Contract Act position; wages set per the federal wage determination).
• Health & Welfare: $5.09 per hour paid on top of the base wage in accordance with the wage determination.
