Program Administrator

The purpose of the Program Administrator is to perform direct and indirect supervisory functions and organize and directs the development, planning, implementation, and monitoring of various client service programs.

Job duties include:

• Supervising and assigning work to division supervisors.
• Organizing and directing the development, planning and implementation of the various services within the division's programs, complying with State, Federal and Local laws and regulations.
• Implementing procedures for carrying out rules, assisting in policy development for programs.
• Reviewing cases and ensuring compliance with State, Federal and Local law.
• Overseeing the negotiation of and reviewing the financial contracts/memorandum of understanding.
• Conducting monthly staff meetings with Supervisors.
• Meeting regarding disciplinary actions, evaluations, and training of staff.
• Performing public relations functions, including development of resources to inform and educate the public concerning agency services.
• Presenting information to community groups.
• Representing the agency with State partners, and in the community.
• Preparing reports, keeping statistics, preparing business letters.
• Interviewing applicants and making recommendations for hiring of new employees.
• Attending seminars, meetings, and trainings.

These duties are illustrative only and you may perform some or all of these duties or other job-related duties as assigned.

Major worker characteristics include:

• Knowledge of supervisory practices, interviewing, personnel practices, training and development principles, laws, rules and regulations concerning the program, office practices and procedures, and program planning and development.
• Skills in written and oral communication, organization, and supervising.
• Ability to extract information from various sources, work with others, maintain accurate records, supervise others, complete documents and forms, advise, and provide guidance to others, develop corrective action plans, monitor program cases, and assign work to others.

Minimum class qualifications for employment include:

• At least three (3) years' experience with Public Assistance programs, including, but not limited to: Publicly Funded Childcare, Medicaid, OWF/TANF, SNAP, WIOA, CCEMP, RESEA, PRC, SNAP E&T, Fraud.
• At least three (3) years of supervisory experience.
• Valid driver's license.
• High school diploma or equivalent.

Preferred class qualifications for employment include:

• Bachelor's degree.

Supervisory responsibilities include:

• Directly supervise and manage division supervisors. Includes setting work duties, counseling, and disciplining staff as required. Conduct annual reviews.

Hours - Monday – Friday, 8a – 5p (Hours may vary due to the needs of the agency outside of normal working hours)

FLSA - Exempt from Overtime
