General Description The purpose of this class is to assist trial attorneys in the investigation and prosecution of all types of white‑collar crimes (swindles, frauds, thefts, insurance fraud, misapplications, mortgage fraud, etc.) and asset forfeitures. Duties and Responsibilities The functions listed below account for the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Responsible for conducting complex criminal investigations involving financial crimes, fraud, public corruption, embezzlement, money laundering, asset forfeiture, and other white‑collar offenses. This position combines advanced forensic accounting expertise with criminal investigative authority to support prosecutors in preparing and prosecuting criminal cases. The Financial Crimes Analyst conducts independent investigations, analyzes complex financial records, identifies criminal schemes, interviews victims, witnesses, and suspects, prepares investigative reports, executes legal process, assists prosecutors in trial preparation, and provides expert testimony regarding financial evidence and criminal activity. Financial Crime Investigations Analyze and evaluate financial records from multiple sources, including bank statements, business records, accounting systems, tax records, retail receipts, general ledgers, payroll records, and electronic financial transactions. Identify patterns of fraud, embezzlement, money laundering, theft, misappropriation, and other financial crimes. Trace the movement of funds through financial institutions and business entities to identify criminal activity and establish evidentiary support for prosecution. Conduct asset tracing investigations to identify criminal proceeds and support asset seizure and forfeiture actions. Prepare detailed financial analyses, investigative summaries, and demonstrative exhibits for use in criminal prosecutions and grand jury proceedings. Assist prosecutors in determining criminal charges and calculating financial loss amounts. Criminal Investigations Conduct independent criminal investigations under the authority of the Criminal District Attorney. Interview victims, witnesses, suspects, and other persons possessing relevant information. Obtain written and recorded statements and preserve evidence in accordance with legal requirements. Execute search warrants, arrest warrants, subpoenas, and other legal processes as authorized by law. Collect, document, and maintain evidence and establish proper chain of custody. Conduct surveillance, background investigations, and criminal intelligence gathering as necessary. Coordinate investigations with local, state, and federal law enforcement agencies. Prepare offense reports, supplemental reports, affidavits, and investigative documentation. Testify in grand jury proceedings, pretrial hearings, and criminal trials regarding investigative findings. Qualify and testify as an expert witness in forensic accounting, financial crimes investigations, asset tracing, and fraud examination. Explain complex financial transactions and investigative findings to judges and juries. Prepare professional reports and presentations suitable for courtroom use. Provide investigative and legal support to prosecutors throughout all phases of criminal prosecution. Review case files and identify investigative leads and evidentiary gaps. Locate and secure witnesses for trial and court proceedings. Assist with trial preparation, including preparation of exhibits, demonstrative evidence, and witness coordination. Present evidence and investigative findings to prosecutors and grand juries. Provide guidance and training to prosecutors and law enforcement personnel regarding financial crimes investigations and banking records analysis. Other Duties Maintain Texas Peace Officer licensure and required continuing education. Maintain proficiency in investigative techniques, criminal law, and forensic accounting practices. Perform related duties as assigned. Minimum Education and Experience Requirements Bachelor's degree in accounting, Finance, Criminal Justice, Business Administration, or a closely related field. Six (6) years of progressively responsible experience in forensic accounting, financial investigations, criminal investigations, government auditing, law enforcement investigations, or related fields. Experience investigating fraud, financial crimes, or white‑collar offenses preferred. Licenses and Certifications Current Texas Commission on Law Enforcement (TCOLE) Peace Officer License. Valid Texas Driver's License. Certified Fraud Examiner (CFE), Certified Public Accountant (CPA), Certified Anti‑Money Laundering Specialist (CAMS), or equivalent professional certification preferred. Physical Demands/Work Environment Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Unavoidable hazards are job conditions that may lead to injury or health risks, even with precautions in place. Ability to perform duties of a licensed peace officer. Ability to conduct field investigations and execute legal processes. Ability to occasionally lift and transport evidence and investigative materials.
