International Trade Specialist (SME).

Responsibilities Serve as principal advisor to the Director of International Activities by providing executive direction, assistance, and support for planning, coordinating, and executing projects, programs, and studies. Coordinate with the global MOTR Coordination Center and disseminate Maritime Alerts and Advisories to U.S. flag vessels. Consult with government and industry entities to develop and recommend national policies, objectives, and plans for maritime security and safety. Participate with the Director in reviews and analyses of international trade policies, identify problem areas, and recommend corrective or preventive actions. Represent the Director in meetings and conferences, resolve trade policy interpretation matters, introduce changes in program requirements and procedures, and assemble complex background information. Perform special assignments of major significance to the organization’s mission and develop briefings and reports on program and operational status. Ideal Candidate Provides expert level advice related to international activities and trade policy. Offers authoritative guidance on problems that cannot be treated by accepted methods. Recommendations and decisions reflect breadth and importance. Requirements U.S. citizen and eligible for consideration. Must meet specialized experience to qualify. Qualifications For Grade 13: at least one year of experience equivalent to GS‑12 in management, program functions, and operations related to international activities and trade policies. For Grade 14: at least one year of experience equivalent to GS‑13 involving administrative matters related to international activities and resolving significant problems across multiple programs and systems. Knowledge, Skills, and Abilities (KSAs) External Awareness—understand local, national, and international policies and trends affecting the organization. Strategic Thinking—formulate strategies aligned with the organization’s business and competitive strategy, assess long‑term objectives, and anticipate opportunities or threats. Communication—skilled in written and oral communication to develop, articulate, and disseminate actionable policies, guidance, and directives to diverse audiences.
