BRIEF POSTING DESCRIPTION:

The P PD PROGRAM MANAGEMENT Department of the P INVESTMENT PLANNING & STRATEGY Division at Hawaiian Electric Company has 1 Management vacancy available. This position may be filled on Oahu, Maui, or Hawaii Island. (Role: Professional Supervisor)

JOB FUNCTION:

Supervises, plans, organizes and directs the functions and activities of a project management section to ensure that all Energy Delivery capital project and/or program deadlines, budget planning & forecasting requirements, construction standards, governmental standards and service levels are met or exceeded upon closure of projects. Provides direction, technical knowledge, expertise, guidance and support to Project Managers. Provides direct support to the Manager, Project & Program Management on any departmental and/or Energy Delivery assignments and requirements. Serves as a mentor to Project Managers.

ESSENTIAL FUNCTIONS:

Plans, organizes, coordinates, supervises, and directs the functions and activities of the Project Managers to provide support to major Energy Delivery capital projects and/or programs. Provides technical knowledge, expertise and guidance to the Project & Program Management Department. Evaluates progress and performance of the Department and the results obtained and implements actions necessary to achieve/maintain project and/or program scope, schedule, and budget. Initiates, assigns, conducts, reviews, and approves project scope, schedule, budget, allocation of risks and contingencies for projects. Works with internal stakeholders to determine annual and multi-year targets and plans for program work. Assesses progress and performance of Project Managers and makes recommendations regarding performance actions necessary to accomplish project and/or program objectives. Meets, discusses, coordinates and negotiates with internal and external parties to maintain/expedite progress on projects and programs. Serves as a technical consultant to the Department, Division, Process Area and other management in the Company. Manages and administers all personnel matters of the Department, including performance appraisals and interviews; recognition of employee achievements; and disciplinary actions. Ensures the safety and coordinates the training of all personnel under supervision. Supports the Manager, Project & Program Management in the development of systems, processes, procedures, and other activities as needed to facilitate the smooth and effective functioning of the Department. Process Improvement – Develops and improves processes, procedures, information technology, decision support tools, and reporting systems to facilitate effective and efficient execution of job responsibilities. Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:

Knowledge Requirements 4-year college degree required. Advanced college degree is preferred. Extensive knowledge of the principles and practices of: project management, program management, standards development, engineering and construction practices associated with electric utility facilities and systems normally acquired through extensive professional project management experience. Project Management Professional (PMP) Certification from a nationally recognized organization such as the Project Management Institute (PMI), highly desirable. Licensed Professional Engineer in Civil, Structural, Mechanical, or Electrical branch or certified as a Planner by a nationally recognized professional society such as the American Institute of Certified Planners (AICP) is preferred. Working knowledge of personal computers and related software applications such as: MS Project, UI Planner, Ellipse, DARS, SAP, Microsoft Word, Excel, Power Point, MS Access, etc. Working knowledge of federal, state and local laws, regulations and procedures specifically related to land development activities to enable electric utility operations. Working knowledge of Company budgeting and forecasting system and procedures. Advanced knowledge about: Project management principles; Earned Value (EV) analysis; Engineering and construction practices; Facilities siting and permitting process; Land use and rights issues including associated regulatory, social, and public affairs processes (including neighborhood boards, community groups, government agencies, political leaders, media, etc.); Electric transmission, substations, and distribution systems; Utility operations; Utility financial, budgeting, and accounting principles; Utility regulation; Utility information systems. Skills Requirements Project Management: Must possess ability to manage multiple large extremely complex electric utility type of projects with minimal or no supervision or direction, within a very high-pressure environment. Expert ability to plan, organize, secure, and manage resources to achieve project objectives to budget, scope, and schedule. Ability to remain flexible in a demanding work environment, and to adapt to rapidly changing priorities. Communication: Expert written, oral, presentation, and listening communication skills. Expert ability to articulate ideas and concepts clearly and concisely. Must be able to provide feedback and clear directions. Presentation: Expert ability to prepare and deliver effective presentations to small and large groups. Decision Making: Expert ability to select a course of action among several options. Must be able to delegate. Interpersonal: Advanced ability to relate to and interact with other people to reach objectives. Strong interpersonal skills to direct, influence, motivate and persuade various groups or individuals. Appreciates the agendas and perspectives of others. Develops effective give-and-take relationships. Ability to work collaboratively as a member of a team. Must be able to supervise others. Professionalism: Advanced ability to handle difficult, confrontational, and/or sensitive issues while using tact, courtesy, and discretion, respect and fairness. Computer: Advanced expertise with personal computers and related software applications such as project scheduling/management, spreadsheets, databases, word processing, etc. Internal and External Relationship: Advanced ability to manage people at all levels within the company, including management and executive level. Advanced ability to develop/maintain strong positive relationships with leaders and members of the community and government. Personal: Expert ability to plan, prioritize, schedule, and manage time and work to complete tasks and meet deadlines, while handling multiple assignments and remaining flexible in a demanding work environment to adapt to rapidly changing priorities and strategic direction. Ability to conceptualize new ideas quickly. Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives. Experience Requirements Several (3-5) years of supervisory experience is desirable. Extensive (8+ years) experience as a project manager, construction manager, designer, or engineer, with large complex projects, preferably within the electric utility industry. Several (3-5) years of project management experience for small to large engineering/construction projects. Several years (3-5) years of experience with the regulatory, social, public affairs (neighborhood boards, community groups, government agencies, political leaders, media, etc.) processes involved with land use issues.
