An Official website of the Commonwealth of Massachusetts Administrative Unit Supervisor (2600028Q) The Massachusetts Commission Against Discrimination (MCAD) is an independent state agency that enforces Massachusetts anti‑discrimination laws in employment, housing, education, credit, and public accommodations. MCAD investigates, prosecutes, and adjudicates complaints of discrimination, and offers remedial and preventative training. The agency publishes resources online such as model policies, posters, and guides. The MCAD is seeking a dynamic and organized individual to fill the role of Administrative Unit Supervisor. The incumbent will supervise and manage the MCAD’s Administrative Unit and serve as the agency’s Language Access Coordinator (LAC). The Administrative Supervisor reports directly to the Director of Preliminary Investigations (DPI) and will ensure the timely and appropriate resolution of all matters assigned to the Preliminary Investigations Unit within 30 days of filing, where practicable. Duties and Responsibilities Actively supervise, review, evaluate, and analyze the work performance and related work product of administrative staff. Complete performance evaluations (EPRSs) of subordinates in a timely fashion. Oversee and effectively manage the Front Desk and reception area, assisting constituents with CCMS intake procedures prior to filing and assignment to Preliminary Investigations. Respond to information calls and online inquiries, ensure that mail‑in complaints are entered in CCMS, and identify and bring to the attention of the DPI any special or urgent issues that require the DPI’s input. Assist with the administrative intake process. Guide members of the public in accessing the CCMS online filing portal and provide necessary information about registration and utilization of the portal. Ensure that mail‑in complaints are promptly and correctly docketed in CCMS and that complaints are served on the parties through the portal and by U.S. Mail when required. Create a monthly intake schedule if deemed necessary. Ensure timely, accurate, and professional responses to information calls from the public, including requests for information regarding agency policies, procedures, laws, rules, and regulations, and CCMS. Assist the DPI in ensuring all requests for withdrawal submitted within 90 days of filing are processed within seven (7) days of receipt, and process other withdrawals as directed by the DPI or Chief. Participate in the Substantial Weight Review process for dual‑filed cases. Create and maintain updated reports in MCAD’s case management system (CCMS) to effectively track case inventory. Meet regularly with administrative staff to discuss the quality of their work, suggest methods to increase productivity, identify deficiencies, and proactively address areas for improvement. Maintain unit performance, reduce backlogs in processing mail‑in intakes, document scanning, indexing, and administrative closures, and guide the unit’s cases through the administrative process in a timely manner. Communicate with DPI, COI, and DCOI regarding personnel issues, performance concerns, disciplinary matters, and other problems that cannot be resolved within the unit in a timely manner. Recommend corrective measures and highlight unit achievements and systemic problems. Ensure that all staff, including the incumbent, maintain a professional, courteous, and helpful attitude when working with or meeting the public and respond to all telephone calls, e‑mail messages or inquiries within 48 hours, if practicable. Demonstrate commitment to the public and compliance with MCAD regulations, policies, and procedures. Hold regularly scheduled unit meetings and perform other related duties as assigned. Serve as MCAD’s Language Access Coordinator (LAC), administer the MCAD’s Language Access Plan (LAP), monitor and respond to LAP requests submitted through CCMS, manage telephonic interpretation services, gather language access survey data from all front‑desk staff, analyze CCMS reports for trends, audit LAP on a bi‑annual basis, evaluate LAP procedures to determine efficiency and effectiveness, hold regular LAP Committee meetings, and work with the Training Unit on language access outreach and training. Preferred Qualifications The incumbent must be able to communicate effectively and efficiently both verbally and in writing, display reliability, initiative, and the ability to function independently in a key leadership position, and be proficient with Microsoft Word, Excel, PowerPoint, Outlook, and information data management systems. Minimum Entrance Requirements Applicants must have: At least four years of full‑time, or equivalent part‑time, professional, administrative or managerial experience in business administration, business management, or public administration, with the major duties of program management, program administration, program coordination, program planning, and/or program analysis, of which at least one year was in a supervisory capacity. Alternatively, an equivalent combination of experience and the following educational substitutions: I. A bachelor's degree with a major in business administration, business management, or public administration may be substituted for up to two years of the required experience. II. A graduate degree with a major in business administration, business management, or public administration may be substituted for up to three years of the required experience. III. A bachelor's or higher degree with a major other than in business administration, business management, or public administration may be substituted for up to one year of the required experience. Substitutions are prorated based on the proportion of the requirements actually completed. No substitutions will be permitted for the required supervisory experience.
