Government Information Specialist

Department of State - Agency Wide

Summary The position is located in the Office of the Executive Secretary, Executive Secretariat Staff (S/ES-S). The position is assigned to the Correspondence, Records, and Staffing Division. You will utilize qualitative and quantitative methods and techniques to analyze and evaluate the effectiveness of S/ES-S and DOS information management programs. Responsibilities Analyzes organizational program performance data to identify program slippages and impact and prepares program status reports for review at all levels. Advises management on the interpretation of court decisions and administrative rulings issued by the Department of Justice (DOJ), Office of Management and Budget (OMB), and the Office of the Legal Advisor related to records management. Coordinates Freedom of Information Act (FOIA), Congressional, and Department of Justice requests to the Offices of the Secretary, Deputy Secretary, Counselor, Under Secretaries, and offices supported by the Executive Secretary. Provides expert guidance to senior management with respect to the release of information requested under the provisions of FOIA or Privacy Act. Establishes, maintain, and promote the Records Management Program for the Offices of the Secretary, Deputy Secretary, Counselor, Under Secretaries, and offices supported by the Executive Secretary that are established at the national level. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in applying qualitative and quantitative analytical methods to evaluate the effectiveness of organizational programs and operations, identify performance trends, and prepare program status reports for senior leadership review. Experience in reviewing, editing, and facilitating incoming and outgoing correspondence to ensure compliance with organizational standards for completeness, accuracy, security classification, and tone in a senior executive environment. Experience in coordinating and responding to regulatory requests by researching applicable statutes and exemptions, interpreting relevant policies, and advising management and staff on the proper disclosure and dissemination of official organizational records and information. Experience in establishing, maintaining, and promoting records management programs by analyzing systems and file utilization procedures, developing coordination tools, and recommending improved procedures that incorporate automated processes to ensure the accessibility and security of organizational information.
