MANAGEMENT AND PROGRAM ANALYST

Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Strategy and Future Requirements Division of COMNAVREG MIDLANT NORFOLK. Responsibilities You will serve as the principal advisor and technical authority to CNRMA leadership, providing critical policy guidance and oversight to Regional Staff and Installations across key strategic programs such as Strategic Laydown and Joint Basing. You will drive data-driven decisions by designing business case studies, analyzing workload and financial requirements, and modeling infrastructure costs to optimize resource allocation and operational effectiveness. You will lead various internal and external committees, negotiating and problem-solving with senior DoD officials, state and local municipalities, and industry leaders to effectively represent and advance critical Navy interests. You will navigate a dynamic matrix organization to mediate diverse perspectives, resolve critical policy issues, and recommend organizational realignments or staffing shifts to improve overall efficiency across the region. You will spearhead regional innovation and process improvement initiatives, leading cross-functional teams to manage performance data collection, analyze trends, and recommend actionable program enhancements to higher headquarters. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide variety of business, management, and analytical methods to drive strategic planning processes. This includes preparing business concepts, developing strategic alternatives, and facilitating stakeholder meetings. 2) Conducting broad, multi-activity studies evaluating Base Operating Support (BOS) services across geographically dispersed Naval Installation. 3) Executing comprehensive cost comparison studies to optimize various business functions, Additional qualification information can be found from the following Office of Personnel Management web site: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
