About The Department of Financial Institutions:The Indiana Department of Financial Institutions (DFI) works to promote growth and prosperity of local Indiana communities through effective and common-sense regulation. Role Overview: As a Financial Analyst, you will play a key role in ensuring the agency’s financial operations run smoothly and efficiently. This position involves analyzing financial data, monitoring budgets, and supporting payroll, procurement, accounts payable, and contract administration functions. You will provide actionable insights to leadership, maintain compliance with state guidelines, and help optimize financial processes to support strategic goals.Key ResponsibilitiesPrepare monthly personnel and labor reports and assist with Department of Labor submissions.Develop and maintain accurate financial records and reports for leadership review.Monitor budgets and encumbrances to ensure adequate funding for agency operations.Collaborate with supervisors to forecast financial needs and manage procurement activities.Track inventory and oversee procurement card and travel card programs.Ensure payroll accuracy by resolving discrepancies and processing corrections.Process invoices promptly and manage vendor relationships to resolve disputes.Maintain accurate supplier records and assist with onboarding new vendors.Support contract creation and compliance using the State’s Supplier Contract Management System (SCM).Track contract remuneration, renewals, and amendments, ensuring timely updates. Salary:The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience. The essential functions of this role are as follows:Certify the accurate reporting of agency financial data with respect to the area of assignment.Assist the controller in developing annual and biennium budget(s).Responsible for the monitoring of expenditures are met in accordance with grant provisions.Assist controller in monitoring expenditures on an ongoing basis to ensure budget compliance.Review contracts to verify funding sources and adherence to the annual budget.Assist in preparation of financial data for monthly and quarterly financial reviews.Work with the contract compliance officer on all financial related matters.Assist in the development of performance measures for contracts and programs.Assist controller in developing and / or revising funding models for current or future agency programs.Analyze and research issues of interest for other program areas within the agency, identifying patterns and trends.The job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee. Individuals in this role should minimally be able to articulate or demonstrate the following:Through knowledge of the theories, principles, and practices of public finance.Through knowledge of federal and state laws, policies, and procedures as they pertain to public finance programs.Through knowledge of agency organization, function, and purpose.Specialized knowledge of automated fiscal systems.Advanced knowledge of computer and software programs and the ability to utilize these skills in assigned job functions.Excellent organizational and interpersonal skills.Dependability, attention to detail, good time management and multi-tasking skills.Flexibility and adaptability to respond quickly to issues and needs.Ability to communicate effectively with agency (non-agency) Finance staff.Excellent written and verbal communication skills.Ability to organize, prioritize and manage workflow.Excellent problem solving and analytical skills.Ability to accurately review, track and analyze financial data.Ability to understand and write reports, data collection and reporting procedures.Formulate sound recommendations and make appropriate decisions with the consideration of potential impact on agency programs.Ability to analyze and audit fiscal accounts, contracts, records, claims transactions and financial reports.Ability to coordinate workflow of subordinate employees.A degree is not required. However, at least 5+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.Individuals should have the ability to perform essential functions with or without reasonable accommodation.
