Financial Analyst

Overview The Financial Analyst serves as the analytical review and knowledge base to support Indiana Department of Health (IDOH) program directors, ensuring proper financial requirements, spend, reporting, draws, and rebate activities of each grant. This role is part of a team that supports the agency commission’s mission to promote, protect, and improve the health and safety of all Hoosiers. Responsibilities Provide oversight and risk management review of financial activity. Work with accountants, deputy controllers, and other teams on budget controls, procurement, accounting, contracting, revenue collection, and state finance system accuracy. Act as the direct contact to Program Directors to manage grants, goals, timelines, and provide expertise in budgetary constraints. Ensure compliance with federal grant requirements, state policy, and regulatory standards. Execute project set‑up, budget, grant and contract amendments, renewals, and submissions. Guide program directors through review and understanding of grant expectations. Maintain awareness of accounting procedures, general ledger posting, journal corrections, wires, and deposits. Report and reconcile procedures for risk management, program support, and federal grant requirements. Apply accounting standards to grant reporting. Think critically to meet timing expectations and grant expense, vendor contracts, rebates, revenue, invoicing, and payments. Communicate and intervene to support the programs. Qualifications Bachelor's degree in finance, accounting, economics, or business administration. Prior experience managing budgets, reconciling accounts, and handling financial forecasting. (Required) Minimum 3 years of prior experience with statistical techniques and financial tools. (Required) Minimum 3 years prior experience managing grants, goals, and timelines with budgetary constraints. (Required) Minimum 3 years experience with Indiana state‑specific financial regulations and compliance standards. (Required) Highly desired: Prior experience as a financial analyst for a government agency. Highly desired: Minimum 3 years experience. Additional federal requirements may include reporting, sub‑recipient audits, county support, or state review of federal grant funds initiated by OMB/SBA and an MOU to IDOH, as well as State agency MOUs of grant participation and accountabilities. #J-18808-Ljbffr
