Deputy Director, Operations & Maintenance — Domestic, Electrical and Electronics The Coachella Valley Water District (CVWD) seeks a Deputy Director of Operations & Maintenance (Domestic, Electrical & Electronics) to provide strategic direction and management oversight, ensuring all functions align with CVWD’s mission, values, and Strategic Plan. Responsible for setting short‑and long‑term goals, managing large‑scale projects and budgets, ensuring regulatory compliance, and developing a high‑performing team of senior managers, technical professionals, and support staff. Reporting Relationship Reports to: Assistant General Manager. Supervises senior management, professional, technical, and administrative staff through subordinate levels within Operations and Maintenance. Definition Under the direction of the Assistant General Manager, the Deputy Director leads, plans, organizes, integrates, and evaluates operations and maintenance branches encompassing domestic maintenance, domestic construction, domestic production, domestic metering systems, electronics, instrumentation and controls, electrical, pump maintenance, and asset management. Directs development of short‑and long‑term goals consistent with the Strategic Plan, ensuring effective execution and compliance with applicable laws and regulations. Typical Job Functions Plans, organizes, controls, and evaluates the work of assigned branches, ensuring services comply with policies and strategic direction. Advises the Assistant General Manager on division programs and internal/external matters. Develops, implements, and evaluates District‑wide goals, plans, programs, projects, policies, and systems. Provides expert advice on personnel, resources, and budget matters and assists in policy, program, and project implementation. Participates in Board of Directors meetings and closed sessions as required. Directs branch operating and capital improvement budgets and monitors implementation. Selects, motivates, directs department management staff, plans and evaluates performance, establishes targets, and provides coaching. Provides strategic leadership and fosters a high‑performance, customer‑service oriented environment. Analyzes proposed laws and regulations, recommending policy changes as needed. Reviews, evaluates, and recommends approval of water and facility projects and design changes. Assess regional, industry, and community needs to align branch objectives and priorities. Coordinates analyses and recommendations on policy issues and long‑range plans. Administers resources for effective operation of facilities, finances, personnel, and equipment. Participates in industry and intergovernmental activities to influence regulation. Represents CVWD in partner agencies and professional organizations. Participates in state and national water meetings and conferences for technology trends. May act for the Assistant General Manager in their absence. Ensures compliance with safety rules, regulations, and protocols. Assists in negotiating agreements and contracts; acts as a Hearing Officer during confidential grievance hearings. Performs related duties as assigned. Qualifications Education: Bachelor's degree in business, water management, engineering, or a related field. Experience: Ten (10) years of increasingly responsible experience in operating, maintaining, and repairing water system facilities and appurtenances, with five (5) years in a senior/executive management capacity. Licenses and Certifications Possession of a valid California Driver’s License, maintained throughout employment. Salary Annual Salary: $187,092 – $246,252 DOE/DOQ, plus a generous benefits package.
