Job Summary:

We are seeking an experienced Program Manager to lead a large-scale, enterprise Human Capital Management support program for the National Geospatial-Intelligence Agency (NGA). The Program Manager will provide strategic leadership, operational oversight, and contract management across multiple NGA locations, ensuring high-quality delivery of human resources services, compliance with contractual requirements, and continuous process improvement.

This role serves as the primary interface between contractor leadership and NGA stakeholders, including the Contracting Officer (CO), Contracting Officer's Representative (COR), Human Development (HD) leadership, and senior Government executives. The successful candidate will possess extensive human resources management experience, federal contracting expertise, and a demonstrated ability to lead geographically dispersed teams supporting mission-critical operations within the Intelligence Community.

Responsibilities:

• Serve as the primary point of contact to the Contracting Officer, the Contracting Officer's Representative (COR), and HD leadership for all program matters. 
• Manage technical, financial, and contractual performance, including staffing and responses to every tasking. 
• Lead the integrated human capital program across NGA Washington, NGA St. Louis, and other NGA locations. 
• Direct day-to-day operations and internal quality control so the team meets the contract's performance standards and the Government's Quality Assurance Surveillance Plan (QASP). 
• Lead the phase-in transition: key personnel ready on day one, 50% of staff within 30 days, full staffing within 90 days, and 95% or better staffing thereafter. 
• Develop and carry out the Knowledge Transfer and Capture Plan so incumbent expertise is retained during transition. 
• Prepare and present Quarterly Program Management Reviews covering staffing, financials, lessons learned, process improvements, and innovations. 
• Oversee weekly and monthly activity reports for each HD office, the weekly resource meetings, and all program deliverables. 
• Track and report contract costs, including monthly actuals, estimates at completion, and travel projections. 
• Oversee subcontractors and teaming partners. 
• Keep SOPs and process maps current across all HD functional areas, and identify and resolve process inefficiencies. 
• Coordinate the use of AI tools across HD offices to improve efficiency, resource utilization, and service delivery. 
• Introduce industry standards and best practices into contract administration and program management. 
• Be physically on site at NGA Washington each business day (shared with the Deputy Program Manager) and available to Government leadership for in-person coordination. 

Education and Experience:

• Bachelor’s degree in Human Resources, Business Administration, Public Administration, Management, or a related field.
• Minimum of ten (10) years of progressive human resources experience.
• Minimum of five (5) years serving as a Program Manager on a program of comparable scope and complexity.
• Minimum of three (3) years managing geographically dispersed human resources operations.
• Minimum of two (2) years leading complex federal contract transition efforts.

Required Skills:

• Demonstrated ability to communicate effectively with senior executives and Government leadership.
• Proven success leading cross-functional teams across multiple geographic locations.
• Experience providing strategic guidance and recommendations to executive stakeholders.
• Strong analytical and problem-solving skills with the ability to quickly assess complex operational challenges and implement effective solutions.
• Demonstrated experience managing contractor performance and quality assurance programs.
• Experience leading organizational change initiatives and driving adoption of new processes.
• Strong business acumen with the ability to balance operational, technical, financial, and contractual requirements.
• Ability to manage multiple priorities and make sound decisions under pressure.
• Experience developing and delivering executive-level presentations, reports, and briefings.
• Proven ability to build and maintain strategic relationships with Government stakeholders.

Desired Skills:

• Minimum of two (2) years supporting the Intelligence Community.
• Experience implementing process improvements through HRIS data analytics.
• Project Management Professional (PMP) certification.
• Experience utilizing Artificial Intelligence (AI) technologies or demonstrated aptitude for learning and implementing AI-enabled solutions.
• Knowledge of: 
• Defense Civilian Intelligence Personnel System (DCIPS)
• Office of Personnel Management (OPM) personnel processing
• PeopleSoft Human Capital Management (HCM)

Security Clearance:

• Active TS with SCI or SCI eligibility. 

 

Physical & Work Environment Requirements

Employees must be able to perform the essential functions of this position, with or without reasonable accommodation.

• Ability to communicate effectively in person, by telephone, video conference, and email.

• Ability to travel up to 10% as required.
• This position requires full-time onsite work at the facility located in Washington, DC because the essential functions of the position require regular in-person collaboration, access to secure workspaces and systems, and support of onsite business operations.
