Summary The Human Resources Information Systems Manager (HRIS Manager) reports to the Director of HR, DE&I, and is responsible for leading major HR system process and design projects, systems configuration, implementation and maintenance of data standards, reporting and analytics while improving the overall organization’s workforce performance. This includes collecting and analyzing HR data to ensure employee data is accurate, up to date, and remains confidential. The position will leverage data to align CA’s people strategy with business objectives and support CA’s DEI efforts. The HRIS Manager is also responsible for recruiting and managing a best‑in‑class, growing team. This role closely collaborates with stakeholders to assist in research, analysis and coordination of HRIS project implementations, enhancements and upgrades. Responsibilities include scoping, defining timelines, assigning roles, developing change management and communication plans, and overseeing implementation. Key stakeholders include the Information Technology (IT) team, Learning and Organizational Development (L&OD), HR Ops and the Finance/Accounting teams. Essential Functions Executes full‑cycle project management for large HRIS system projects and digital tools to address operational challenges. Works closely with CA’s IT team to align technology with organizational objectives, including strategy, security and policy enforcement. Facilitates and leads project teams; develops project charters, work breakdown structures, schedules, milestone plans, risk management, communication plans, and issue logs. Partners with L&OD and HR Ops teams to align HRIS with talent acquisition, management and optimization initiatives. Partners with Finance/Accounting to ensure HRIS resources support finance operations; provides audit support through reporting and technical expertise. Ensures HRIS compliance with federal and state regulations, data security and privacy requirements. Mentors, develops and recruits best‑in‑class team members. Acts as a strategic partner and subject‑matter expert, representing CA’s interests with HRIS suppliers, vendors and service providers. Designs system configurations and workflow processes to meet CA’s business rules and changes. Provides quality assurance analysis and validates HR data integrity through system audits, verification of new or revised components, methods or processes. Maintains, develops and modifies applications, system configurations, security and workflow processes. Investigates technical and procedural issues; documents solutions. Performs system maintenance and troubleshooting related to processing and retrieval of employee data. Develops and delivers training materials to stakeholders; collaborates with L&OD for team member training. Collects, compiles and analyzes HR metrics from the HRIS, payroll outputs, management and employment records. Analyzes trends and patterns in recruitment, hiring, motivation, turnover and compliance; provides insights to leadership at scheduled intervals. Recommends policy updates based on metrics to improve organizational culture. Sets short‑ and long‑term goals, milestones and benchmarks. Stays current on HRIS industry trends and communicates new releases. Performs other duties as assigned. Qualifications and Skills Business acumen and experience consulting with organizational stakeholders. Technical acumen and contemporary change‑management approach. Ability to serve as the HRIS subject‑matter expert, developing and implementing technical solutions. Strong understanding of HRIS database design, structure, functions and processes, plus experience with database tools. Deep knowledge of HR processes, procedures and data. Effective presentation skills in training and troubleshooting. Strong analytical and quantitative skills with experience developing strategic solutions and business metrics. Ability to interact with a variety of colleagues and management. Effective organizational and interpersonal skills, including clear written and verbal communication. Strong attention to detail and commitment to accuracy and data integrity. Knowledge of local, state and federal employment laws and HR policies. Proficiency with Microsoft Office Suite, especially advanced Excel, and data analysis tools for large data sets. Experience with business analysis and reporting tools such as Microsoft PowerBI. Experience producing executive‑level reports. Education Bachelor’s degree in human resources, computer science/IT or related field. SHRM‑CP or SHRM‑SCP preferred. Project Management certification preferred; Certified Scrum Master highly desirable. 7+ years of HRIS implementation, administration and complex project management experience. 5+ years of supervisory experience, managing staff performance and stakeholder outcomes. 3+ years of human resources experience. Physical Demands Seating or standing for long periods. Speaking and typing for long periods. Bending, stooping, reaching and climbing without difficulty. Lifting up to 50 pounds. Salary and Benefits The salary range for this position is $125K to $138K. The actual salary offered will depend on the applicant’s qualifications and the budgeted amount for the role.
