Work is performed under the limited supervision of the Director of Human Resources.Essential FunctionsCoordinates the safety and risk management program for the City; advises management regarding safety and liability issues; prepares, updates, and maintains the policies and procedures manual.Coordinates and conducts safety related training for all City employees; conducts safety orientation for new hires.Handles personnel records with confidentiality.Participates on the Central Safety Committee; leads facility and building safety audits; conducts work zone safety audits.Investigates, conducts research, compiles information, and represents the City at legal hearings for Workers' Compensation and Property and Liability claims; submits claims to insurance; follows up on claims until closed or settled.Serves as the Designated Employer Representative (DER) for the City's drug testing program; schedules pre-employment, random, post-accident, and follow-up drug tests; collects and reviews pre-employment paperwork for accuracy and completeness, answers questions, and maintains testing records.Plans and coordinates various recognition and charitable programs and events such as Employee of the Year and the City's United Way campaign.Audits and maintains the City's property, vehicle, and equipment schedules for insurance; verifies property schedule; compiles, completes, and submits insurance renewals.Schedules Hepatitis B vaccinations and follow up tests for relevant staff.Provides administrative support for the department as needed; greets and directs visitors to the appropriate party; assists applicants; orders office supplies.Codes invoices from providers and other vendors; processes and codes claims payments; notifies directors when funds have been deposited.Prepares and submits various reports, correspondence, articles, etc.; maintains personnel and medical records in an accurate and confidential manner.Typical QualificationsBachelor's degree with coursework in safety, education, business administration, or related field and considerable experience in occupational safety and health training, risk management, workers' compensation, human resources, or equivalent combination of education and experience. Possession of Manager of Environmental Safety and Health (MESH), Public Sector Manager of Environmental Safety and Health (PS-MESH), and Advanced Safety certifications upon hire. Obtain OSHA Authorized General Industry Trainer status within two years of hire. Valid driver's license in the State of North Carolina. Thorough knowledge of the principles and practices of general insurance fundamentals, claims processing/adjusting, workers' compensation, employee safety, OSHA, and related areas; thorough knowledge of personnel rules and regulations; general knowledge of State regulations regarding the release of information from employee files; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to communicate effectively in oral and written form; ability to apply established policies, practices, and procedures; ability to establish and maintain effective working relationships with other departments, elected officials, and the general public.Physical DemandsTo perform this job successfully, an individual must be able to perform each essential function satisfactorily.
